Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Capaian skor kebebasan berserikat dan berkumpul pada Indeks Demokrasi Indonesia (IDI) Lampung pada tahun 2016 mengalami penurunan yang sangat signifikan, lebih dari 75 poin. Penelitian ini bertujuan untuk; (1). Menemukan alasan sebenarnya penurunan pada kebebasan berserikat dan berkumpul tersebut, (2). Menemukan dampak serta (3). Menemukan apa saja upaya yang telah pemerintah lakukan. Metode penelitian kualitatif melalui pengumpulan data wawancara dan dokumentasi. Penelitian ini menemukan bahwa faktor penyebab penurunan tersebut adalah adanya peningkatan ancaman/penggunaan kekerasan oleh aparat pemerintah yang dilatarbelakangi tiga kejadian; (1). Pembubaran aksi penggalangan dana relawan Aqsa Working Group dan santri Pondok Pesantren Al Fatah, Muhajirun dengan disertai perobekan atribut oleh Pol PP. (2). Demonstrasi mahasiswa Universitas Islam Negeri (UIN) Raden Intan Lampung yang berakhir ricuh dengan disertai kekerasan oleh aparat kepolisian dan (3). Pembekuan Unit Kegiatan Mahasiswa Seni Budaya Islam (UKM-SBI) UIN Raden Intan Bandar Lampung oleh rektorat. Pemerintah menolak dianggap sebagai satu-satunya pihak yang bersalah dalam hal ini, menurutnya, pihak sipil-lah yang seharusnya disalahkan karena telah bertindak Uncivil dan pemerintah hanya merespon hal tersebut. Namun setelah dianalisis secara teoritis, terbukti bahwa pemerintah dalam kejadian ini telah melanggar norma-norma demokrasi. Walaupun tidak berdampak pada berkurangnya keinginan para aktivis untuk terus menyuarakan aspirasinya, tapi tetap merugikan Provinsi Lampung, karena sumberdaya yang seharusnya dapat digunakan untuk hal yang produktif menjadi perlu dialihkan untuk mengatasi permasalahan ini. Pemerintah sudah berupaya membentuk Pokja (Kelompok Kerja) IDI namun belum dimanfaatkan secara maksimal serta belum ada program yang dibuat khusus untuk mengatasi permasalahan, terkendala political will, dana dan integrasi stakeholder. Kata Kunci: Hak-Hak Politik, Lembaga Demokrasi, political will, IDI. abstract The achievement of the score of freedom of association and assembly in the Indonesian Democracy Index (IDI) Lampung in 2016 experienced a very significant decline, more than 75 points. This research aims to; (1). Finding the real reason for the decline in freedom of association and assembly, (2). Find impact and (3). Find out what efforts the government has done. Qualitative research methods through data collection interviews and documentation. This study found that the factor causing the decline was an increase in threats / use of violence by government officials against three incidents; (1). Dissolution of the Aqsa Volunteer Working Group fundraising action and Al Fatah Islamic Boarding School students' boarding school, Muhajirun, accompanied by tearing of attributes by Pol PP. (2). Demonstrations of students of the State Islamic University (UIN) Raden Intan Lampung which ended in chaos accompanied by violence by police and (3). Freezing of Islamic Cultural Arts Student Activity Unit (UKM-SBI) UIN Raden Intan Bandar Lampung by the rector. The government refuses to be considered as the only party guilty in this matter, according to him, it is the civilian party who should be blamed for acting Uncivil and the government only responds to it. But after being analyzed theoretically, it was proven that the government in this incident had violated democratic norms. Although it does not have an impact on the reduced desire of activists to continue to voice their aspirations, but still harms Lampung Province, because resources that should be used for productive things need to be diverted to overcome this problem. The government has tried to form a Working Group (Working Group) of the IDI but has not been used to its full potential and there are no programs specifically designed to address problems, constrained political will, funds and stakeholder integration.
