Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Permasalahan child sexual abuse menjadi permasalahan yang serius karena berkaitan dengan masa depan anak. Fenomenalnya kasus tersebut, ketika The Boston Globe mengungkapkan peristiwa tersebut ke publik dan menemukan fakta bahwa Vatikan dengan sengaja memindahkan para pelaku pelecehan seksual anak ke sejumlah paroki di berbagai negara, termasuk Australia. Tujuan dari penelitian ini adalah untuk mendeskripsikan langkah-langkah Pemerintah Australia dalam menangani tindak kejahatan child sexual abuse pada Institusi Agama Katolik dan menganalisis penerapan aturan dan hukum Pemerintah Australia dalam melindungi anak-anak di negaranya berdasarkan perspektif hukum internasional. Penelitian ini menggunakan tipe penelitian kulitatif dekriptif. Penelitian ini menggunakan konsep hukum internasional yang terdapat dalam UNCRC untuk menganalisis bagaimana pemerintah Australia menerapkan hukum internasional terkait hak anak dalam negaranya. Penelitian ini juga menggunakan konsep human security untuk menjelaskan bagaimana Pemerintah Australia menerapkan personal security anak-anak di negaranya. Hasil penelitian ini adalah pada tahun 2013, Australia membentuk penyelidikan dengan nama The Royal Commission Into Institutional Responses to Child Sexual Abuse (RCIRCSA) yang dalam penyelidikannya terdapat 3 tahap yaitu mengadakan private session, mengadakan audiensi publik dan merilis hasil penyelidikan sementara. Setelah peneyelidikan RCIRCSA selesai, pada tahun 2017, Australia akhirnya membuat Rancangan Undang-Undang (RUU) untuk menghukum para pelaku dan membuat aturan baru agar child sexual abuse pada Institusi Agama Katolik tidak terulang kembali. Kata Kunci: Pemerintah Australia, Child Sexual Abuse, Institusi Katolik The problem of child sexual abuse is a serious problem because it is related to the future of the child. The phenomenon of the case, when The Boston Globe revealed the incident to the public and found the fact that the Vatican deliberately transferred the perpetrators of child sexual abuse to a number of parishes in various countries, including Australia. The purpose of this study is to describe the steps of the Australian Government to handle the crime of child sexual abuse in Catholic Institutions and analyze the principles of international law for handling child sexual abuse in protecting children in their country based on a human security perspective. This study uses a descriptive type of qualitative research. This study uses the concept of international law contained in the UNCRC to analyze how the Australian government applies international law regarding the rights of children in its country from the threat of child sexual abuse. This study also uses the concept of human security to explain how the Australian Government applies the personal security of children in their country. The result of this study shows that when child sexual abuse became a phenomenal issue, in 2013 the Australian Government acted seriously by forming an investigation under the name of The Royal Commission for Institutional Responses to Child Sexual Abuse (RCIRCSA) and found the cause of child sexual abuse with 3 steps namely holding a private session, public hearing and releasing the results of a temporary investigation. By discovering these causes and the end of the investigation in 2017, Australia finally made the draft bill to punish the perpetrators and make new rules so that child sexual abuse in the Catholic Institutions will not happen again.
