Education is the most effective tool as an effort to improve the quality of human resources and community degrees. There are many areas facing the problem of high school dropouts, one of them in Lampung province. In an effort to improve the quality of education and suppress the drop-off rate, the provincial government of Lampung through the Department of Education and Culture (Disdikbud) has issued a Bantuan Operasional Sekolah Daerah Program (BOSDA). BOSDA is a program of Lampung provincial government that aims to realize the equitable education of SMA/SMK, in the form of direct funds to the middle Education unit both public and private. This research aims to evaluate the regional School Operations Assistance Program (BOSDA) at SMA Negeri 3 and 2 Bandarlampung in the perspective of Goal Oriented Evaluation Model. The type of research used in this study is descriptive with a qualitative approach. The data Pegumpulan technique is done with interviews, observations, and documentation. This research aims to evaluate the regional School Operations Assistance Program (BOSDA) at SMA Negeri 3 and 2 Bandarlampung in the perspective of Goal Oriented Evaluation Model. The type of research used in this study is descriptive with a qualitative approach. Data Pegumpulan technique is done with interviews, observations, and documentation. Based on the results of the study, the achievement of the BOSDA program on SMAN 3 and 2 Bandarlampung is measured using a Goals Oriented Evaluation Model perspective. School operational Rocks Program (BOSDA) if measured based on the objectives listed in the STRUGGLE No 5 year 2018 on the technical directive implementation of the BOSDA Program has reached some of its objectives. However, there is an indicator that has not been reached, improving the quality of education. Based on the GOEM perspective if a program has not achieved its overall goals, it can be said that the program has not been achieved. The achievement of the objectives is seen from the cost of school operational costs, increased access to education quality and equal opportunities for the students of BOSDA to obtain quality education services without charge Anything has been achieved. But on the indicators of improving the quality of education that is poured in the results of academic ranks of students from five semesters showed no increase even some students have decreased academic performance due to factors Environment outside of school. Further to the target indicators and results have been achieved maximally in accordance with the STRUGGLE of Lampung Province No 5 year 2018. Keywords: Program evaluation, BOSDA, Goal Oriented Evaluation Model Pendidikan merupakan suatu sarana yang paling efektif sebagai upaya meningkatkan kualitas sumber daya manusia dan derajat masyarakat. Terdapat banyak daerah yang menghadapi persoalan tingginya angka putus sekolah, salah satunya di Daerah Provinsi Lampung. Dalam upaya meningkatkan kualitas pendidikan dan menekan angka putus sekolah, Pemerintah Provinsi Lampung melalui Dinas Pendidikan dan Kebudayaan (Disdikbud) telah mengeluarkan Program Bantuan Operasional Sekolah Daerah (BOSDA). BOSDA adalah program Pemerintah Provinsi Lampung yang bertujuan untuk mewujudkan pemerataan pendidikan jenjang SMA/SMK, berupa pemberian dana langsung ke Satuan Pendidikan Menengah baik Negeri maupun Swasta. Penelitian ini bertujuan untuk mengevaluasi program Bantuan Operasional Sekolah Daerah (BOSDA) pada SMA Negeri 3 dan 2 Bandarlampung dalam perspektif Goal Oriented Evaluation Model. Tipe penelitian yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Teknik pegumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Berdasarkan hasil penelitian, ketercapaian program BOSDA pada SMAN 3 dan 2 Bandarlampung diukur meggunakan perspektif Goals Oriented Evaluation Model. Program Batuan Operasional Sekolah (BOSDA) jika diukur berdasarkan tujuan yang tercantum dalam PERGUB No 5 Tahun 2018 tentang Petunjuk Teknis Pelaksanaan Program BOSDA telah mencapai sebagian dari tujuannya. Ketercapaian tujuan dilihat dari bantuan biaya operasional sekolah, meningkatnya akses kualitas pendidikan dan kesempatan setara bagi siswa-siswi penerima BOSDA untuk mendapatkan pelayanan pendidikan yang berkualitas dan bermutu tanpa dibebankan biaya apapun. Namun pada indikator meningkatkan kualitas pendidikan yang dituangkan dalam hasil peringkat akademik siswa dari lima semester menunjukan belum adanya peningkatan bahkan beberapa siswa mengalami penurunan prestasi akademik yang dikarenakan oleh faktor lingkungan diluar sekolah. Selanjutnya untuk indikator sasaran dan hasil telah tercapai secara maksimal sesuai dengan PERGUB Provinsi Lampung No 5 Tahun 2018.
