Penelitian ini bertujuan untuk mengetahui penyebab munculnya beban biaya pada Bantuan Sosial Beras Sejahtera (Bansos Rastra) di Desa Sidorejo Kecamatan Sekampung Udik Kabupaten Lampung Timur. Penelitian ini menggunakan metode kualitatif deskriptif dengan melakukan wawancara kepada lima informan, diantaranya tiga petugas pendistribusi dan dua Keluarga Penerima Manfaat (KPM). Hasil penelitian ini menunjukan bahwa penyebab munculnya beban biaya pada Bansos Rastra yakni, tidak adanya anggaran dalam proses distribusi di Titik Bagi (TB) ke Keluarga Penerima Manfaat (KPM) dari pemerintah kabupaten dan tidak ada respon dari pemerintah desa terhadap masalah yang ada. Dengan adanya masalah tersebut, menimbulkan tekanan ekonomi pada petugas distribusi, yang dimaksud disini adalah Ketua Pelaksana sekaligus Penanggung Jawab Program di Titik Bagi (TB), Kepala Dusun dan Ketua Rt. Untuk menghindari tekanan ekonomi tersebut maka muncul lah beban biaya yang harus ditanggung oleh KPM guna mengganti ongkos kuli dan ongkos distribusi. Maka pembebanan biaya yang dilakukan petugas distribusi adalah suatu pilihan rasional guna menghindari kerugian, apabila hal tersebut tidak dilakukan maka dapat berdampak pada proses berjalannya program tersebut. Permasalahan ini harus segera diselesaikan karena Bantuan Sosial adalah bantuan dari pemerintah atau dari pihak manapun yang diberikan kepada masyarakat secara cuma-cuma atau bersifat gratis tanpa adanya biaya sepeserpun untuk mendapatkannya. Kata kunci: Beban biaya, Keluarga Penerima Manfaat, Bansos Rastra. This study aims to determine the cause of the emergence of cost burdens in the Recipients Of Rastra (KPM) of The Rice Social Assistance (Bansos Rastra) in Sidorejo Village, Sekampung Udik District, East Lampung Regency. This study uses descriptive qualitative methods by conducting interviews with five informants, including there distribution officers and two Recipients Of Rastra (KPM). The results of this study indicate that the cause of the emergence of cost burdens for the Keluarga Penerima Manfaat (KPM) of the Bantuan Sosial Beras Sejahtera (Bansos Rastra) is, there is no budget in the distribution process at the Point Share (TB) of the Recipients Of Rastra (KPM) and there was no response from the village government to the problem. So that in the distribution process raises economic pressure on distribution officers what is meant here is the Chairperson as well as the Responsible Program at the Point Share (TB), Head of the Hamlet and Chair of the Rt. To avoid these economic pressures, a cost burden must be borne by KPM to replace coolies and distribution costs. Then the fees charged by distribution officers are a rational choice in order to avoid losses, if this is not done then it can have an impact on the process of running the program. This problem must be resolved immediately Because Social Assistance is assistance from the government or from any party that is given to the community free of charge or free of charge without a penny to get it. Service to the community properly and correctly on the basis of existing rules is the responsibility of the highest and lowest levels of government, the service is solely for community satisfaction.
