Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Satuan Polisi Pamong Praja selaku aparat penegak perda berkewajiban menertibkan tindakan vandalisme yang tercantum dalam Peraturan Daerah Kota Bandar Lampung Nomor 01 Tahun 2018 tentang Ketentraman Masyarakat dan Ketertiban Umum, di wilayah Kota Bandar Lampung banyak ditemui pelanggaran berupa coret-coretan maupun tempelan iklan yang memenuhi tempat-tempat seperti flyover, tembok, dan fasilitas umum lainnya. Permasalahan dalam penelitian ini adalah: (1) bagaimana penegakan hukum terhadap tindakan vandalisme oleh Satpol PP di Bandar Lampung? (2) bagaimana upaya pencegahan terhadap tindakan vandalisme oleh Satpol PP di Bandar Lampung? Penelitian ini menggunakan pendekatan yuridis normatif dan yuridis empiris. Jenis data terdiri dari data primer dan data sekunder. Prosedur pengumpulan data menggunakan studi kepustakaan dan studi lapangan. Prosedur pengolahan data yaitu editing, sistematisasi, dan klasifikasi data. Analisis data menggunakan analisis deskriptif kualitatif. Hasil penilitian ini menunjukkan: (1) Penegakan hukum tindakan vandalisme oleh Satuan Polisi Pamong Praja sebagai yang berwenang dalam penegakan Peraturan Daerah di Bandar Lampung dilakukan dengan cara non yustisial dan cara administratif, namun dalam penerapannya Satuan Polisi Pamong Praja menemui banyak kendala sehingga penegakan terhadap pelaku pelanggaran tindakan vandalisme belum maksimal (2) Upaya pencegahan terhadap tindakan vandalisme oleh Satuan Polisi Pamong Praja di Kota Bandar Lampung berupa upaya preventif dan upaya represif, antara lain seperti bekerja sama dengan dinas sosial dan Polri dalam melakukan penjangkauan, pembinaan dan pemberdayaan; kemudian rutin melaksanakan pemantauan dan patroli dibeberapa titik; melakukan penjagaan siaga ditempat fasilitas umum dan persimpangan jalan. Kata Kunci: Penegakan Hukum, Vandalisme, Satuan Polisi Pamong Praja The Civil Service Police Unit as the enforcer of the regional regulation is obliged to curb the acts of vandalism listed in the Regional Regulation of Bandar Lampung City Number 01 of 2018 concerning Peace of Society and Public Order, in the city of Bandar Lampung, many violations were found in the form of scribbling or advertising patches that filled places such as flyovers, walls, etc. The problem in this research is: (1) how to enforce the law against acts of vandalism by the Satpol PP in Bandar Lampung City? (2) how to prevent the vandalism by Satpol PP in Bandar Lampung City? This research uses a normative juridical approach and juridical empirical. The type of data consists of primary data and secondary data. The procedure for collecting data uses library studies and field studies. Data processing procedures are editing, systematization, and data classification. Data analysis using qualitative descriptive analysis. The results of this research show: (1) Law enforcement of vandalism by the Civil Service Police Unit as the authority in the enforcement of Regional Regulations in Bandar Lampung is carried out in a non-judicial and administrative manner, but in its implementation the Civil Service Police Unit encountered many obstacles so that enforcement of violators of vandalism was not maximal. (2) Preventive measures against vandalism by the Civil Service Police Unit in Bandar Lampung City are in the form of preventive measures and repressive efforts. Among other things, such as working with the social service and Police in conducting outreach, coaching and empowerment; then routinely carry out monitoring and patrol at several points; guard standby at public facilities and crossroads.
