ABSTRAK PERUMUSAN KEBIJAKAN PEMERINTAH DALAM PENGEMBANGAN WISATA HUTAN REPONG DAMAR PAHMUNGAN (Studi Di Kabupaten Pesisir Barat ) Oleh HERNANDO Kepariwisataan mempunyai peran penting untuk memperluas dan meratakan kesempatan berusaha dan lapangan pekerjaan, mendorong pembangunan daerah dan pendapatan asli daerah serta bertujuan untuk memperbesar pendapatan Nasional dalam rangka meningkatkan kesejahteraan dan kemakmuran rakyat. Akan tetapi masyarakat belum juga sejahtera karena ketidakstabilan harga dan mempengaruhi kualitas damar dan harga yang tidak stabil mengakibatkan terancamnya keberlansungan hutan rempong damar. Tujuan penelitian ini mengetahui Perumusan Kebijakan Pemerintah Daerah Kabupaten Pesisir Barat dalam Pengembangan Wisata Rempong Damar Pahmungan dengan menggunakan teori Anderson meliputi model pola kerja sama (bargaining), model persuasif (persuasion), dan pengarahan (commanding). Metode dalam penelitian ini menggunakan deskriptif kualitatif. Teknik pengumpulan data dengan wawancara. Hasil penelitian menunjukan hasil observasi, hasil wawancara dan studi dokumen menjelaskan bahwa telah menjalankan pola kerjasama dan persuasif tetapi indicator pengarahan belum terlaksana dengan baik. Dinas Pariwisata Kabupaten Pesisir Barat dalam pola kerjasama antara pihak pemerintah dan masyarakat melakukan pembibitan dan penanaman yang turut melibatkan langsung antara Dinas Pariwisata Kabupaten Pesisir Barat serta masyarakat sekitar seperti menanam sampai kegiatan kerja bakti bersama dalam menjaga kebersihan dan kelestarian kawasan hutan damar ini. Model persuasif yang dilakukan Dinas Pariwisata Kabupaten Pesisir Barat adalah keterlibatan pihak swasta dalam pengembangan kawasan wisata hutan rempong damar berupa program rehabilitasi rempong damar dan sumbangsih anggaran untuk pembangunan wisata. Indikator pengarahan yang dilakukan Dinas Pariwisata Kabupaten Pesisir Barat sebagai aktor perumus kebijakan belum mampu dalam melakukan analisis permasalahan yang terjadi dan belum dapat mengintegrasikan isu penurunan getah damar yang ada dalam penelitian ini dan belum ada solusinya dari Dinas Pariwisata KabupatenPesisir Barat terkait harga getah damar yang menurun. Kata kunci: Perumusan Kebijakan, Pengembangan Ekowisata, Rempong Damar ABSTRACT FORMULATION OF POLICY FOR THE GOVERNMENT OF WEST COASTAL REGENCY IN THE DEVELOPMENT OF REMPONG DAMAR PAHMUNGAN FOREST TOURISM by HERNANDO Tourism has an important role to expand and equalize business opportunities and employment opportunities, encourage regional development and regional original income and aims to increase national income in order to improve the welfare and prosperity of the people. However, the community is not yet prosperous because the price volatility affects the quality of the resin and the unstable price causes the sustainability of the rempong damar forest to be threatened. The purpose of this study was to determine the formulation of the Regional Government of Pesisir Barat Regency in the Development of Rempong Damar Pahmungan Tourism by using Anderson's theory including the model of bargaining, persuasive and (commanding). The method in this study uses descriptive qualitative. Data collection techniques with interviews. The results showed that the results of observations, interviews and document studies explained that the cooperative and persuasive pattern had been implemented but the direction indicators had not been implemented properly. The Pesisir Barat Regency Tourism Office in the pattern of cooperation between the government and the community conducts nurseries and plantings that involve directly between the Pesisir Barat Regency Tourism Office and the surrounding community, such as planting to community service activities in maintaining the cleanliness and sustainability of this damar forest area. The persuasive model carried out by the Pesisir Barat Regency Tourism Office is the involvement of the private sector in the development of the rempong damar forest tourism area in the form of a rempong damar rehabilitation program and budget contributions for tourism development. The indicator of direction carried out by the Tourism Office of Pesisir Barat Regency as an actor in formulating policies has not been able to analyze the problems that occur and have not been able to integrate the issue of reducing resin resin in this study and there is no solution from the Tourism Office of Pesisir Barat Regency regarding the declining price of resin resin.
