Pola konsumsi yang semakin modern memberikan kontribusi jenis sampah yang semakin beragam, salah satunya sampah plastik dan sterofoam yang berbahaya dan sulit diurai oleh proses alam. Pengelolaan sampah pada tingkat rumaah tangga dan tempat pembuangan sementara (TPS) dengan konsep reduce reuse dan recycle bertujuan untuk mengurangi sampah sejak dari sumbernya, mengurangi pencemaran lingkungan, memberikan manfaat kepada masyarakat, serta dapat mengubah perilaku masyarakat terhadap sampah. Tujuan penelitian ini untuk mengetahui faktor penghambat implementasi reduce, reuse, dan recycle dalam program pengurangan sampah di Kota Bandar Lampung terutama di lokasi yang telah memiliki bank sampah yaitu di Kecamatan Kemiling, Panjang, dan Teluk Betung Timur. Tipe penelitian ini menggunakan deskriptif kualitatif dengan teknik pengumpulan data meliputi wawancara, observasi dan dokumentasi. Penelitian ini menggunakan teori yang dikemukakan oleh Hovland (1953), terdapat tiga indikator utama yaitu stimulus organism dan respons. Hasil penelitian menunjukan bahwa keikutsertaan masyarakat dalam pemilahan sampah sejak dari sumbernya yaitu rumah tangga masih belum dilakukan. Pemilahan dengan cara reduce,reuse, dan recycle baru dilakukan di bank sampah namun belum di tingkat rumah tangga. Bank sampah tersebut belum terdapat di setiap Kecamatan yang ada di Kota Bandar Lampung. Pelaksanaan 3R di bank sampah yang ada juga belum dilakukan secara maksimal seperti di Kecamatan Teluk Betung Timur yang memiliki alat lengkap namun tidak ada sumber daya manusia yang dapat mengoprasikannya. Tidak adanya dukungan kebijakan dan sumber daya manusia terlatih serta kurangnya sarana prasarana menjadi faktor penghambat implementasi reduce, reuse, dan recycle. Faktor dukungan kebijakan sebagai faktor utama dalam implementasi 3R terbukti dalam penelitian ini sebagai penghambat implementasi sampah di Bandar Lampung. Waste management at the household level and temporary landfills (TPS) with the concept of reduce reuse and recycle aims to reduce waste from its source, reduce environmental pollution, provide benefits to the community, and can change people's behavior towards waste. The purpose of this study was to determine the inhibiting factors of the implementation of reduce, reuse, and recycle in the waste reduction program in Bandar Lampung, especially in locations that already have waste banks, namely in the Districts of Kemiling, Panjang, and Teluk Betung Timur. This type of research uses descriptive qualitative data collection techniques including interviews, observation and documentation. This study uses a theory put forward by Hovland (1953), there are three main indicators namely organism stimulus and response. The results showed that community participation in sorting waste from the source, namely households, has not yet been carried out. Sorting by way of reduce, reuse, and recycle is only done at the garbage bank but not at the household level. The garbage bank is not yet available in every sub-district in Bandar Lampung City. The implementation of the 3Rs at the existing garbage bank has also not been carried out to the fullest as in the East Betung Subdistrict which has complete equipment but no human resources can operate it. The lack of policy support and trained human resources and the lack of infrastructure are factors that hinder the implementation of reduce, reuse, and recycle. Policy support factor as the main factor in the implementation of 3R is proven in this study as a barrier to the implementation of waste in Bandar Lampung.
