Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pemilihan kepala daerah 2020 pada masa pandemi Covid-19 menimbulkan dua masalah pokok yaitu waktu pelaksanaan tertunda meski terlaksana demi keberlangsungan demokrasi, ataukah membatalkan pemilihan demi keselamatan pemilih dari penularan Covid-19. Partisipasi pemilih diprediksi akan menurun karena dikhawatirkan pemilih tertular Covid-19, dan pemilih lebih mengutamakan keselamatan daripada memberikan hak suaranya. Merespon prediksi itu pemerintah merevisi regulasi Pemilihan dan menerapkan protokol kesehatan Covid-19. Rumusan masalah “Bagaimana partisipasi pemilih dalam pemilihan kepala daerah 2020 di Kota Bandar Lampung?” Jenis penelitian hukum normatif- empiris dengan pendekatan undang-undang (statute approach) berupa bahan hukum primer dan sekunder, serta pendekatan kasus (conceptual approach) yaitu studi kasus hukum (judicial case study) di KPU dan Bawaslu Kota Bandar Lampung melalui metode wawancara. Partisipasi pemilih sebagai penentu demokrasi dan nasib dirinya, menurut UU Nomor 17 Tahun 2018 adalah keterlibatan perorangan atau kelompok dalam pemilihan. Pembahasan: pemilihan kepala daerah 2020 telah menetapkan pasangan calon terpilih dan sukses dalam tahapannya dengan menerapkan Protokol Kesehatan Covid-19, dan meningkatnya partisipasi pemilih yang membuktikan kesadaran politik untuk mensukseskan pesta demokrasi. Tetapi masih dijumpai hambatan seperti hambatan teknis, perubahan regulasi, pelanggaran/sengketa, dan hambatan itu telah ditemukan solusinya. Kesimpulan, pemilihan sukses dan tetap menerapkan Protokol Kesehatan Covid-19. Saran, agar hambatan pemilihan 2020 tidak terulang pada masa mendatang. Kata Kunci: Partisipasi pemilih, Pemilihan kepala daerah, Pandemi Covid-19 The 2020 regional head election during the Covid-19 pandemic caused two main problems, namely when the implementation was delayed even though it was carried out for the sake of democracy, or canceled the election for the safety of voters from Covid-19 transmission. Voter participation is predicted to decline because it is feared that voters will be infected with Covid-19, and voters prioritize safety over casting their ballots. In response to the prediction, the government revised the election regulations and implemented the Covid-19 health protocol. The formulation of the problem "How is voter participation in the 2020 regional head election in Bandar Lampung City?" This type of normative- empirical legal research uses a statute approach in the form of primary and secondary legal materials, as well as a conceptual approach, namely a judicial case study at the KPU and Bawaslu in Bandar Lampung City through the interview method. Voter participation as a determinant of democracy and their destiny, according to Law Number 17 of 2018 is the involvement of individuals or groups in elections. Discussion: The 2020 regional head election has determined the pair of candidates elected and successful in its stages by implementing the Covid-19 Health Protocol, and increasing voter participation which proves political awareness to make the democratic party a success. However, there are still obstacles such as technical barriers, regulatory changes, violations/disputes, and the solutions have been found. In conclusion, the election was successful and continued to apply the Covid-19 Health Protocol. Suggestions, so that the 2020 election obstacles do not repeat in the future.
