Pemerintah Kota Bandar Lampung memberlakukan Peraturan Walikota Bandar Lampung Nomor 18 Tahun 2020 tentang Pedoman Pencegahan Penyebaran Corona Virus Disease 2019 (COVID-19) sebagai upaya pencegahan penyebarluasan COVID- 19 salah satunya dengan disosialisasikannya peraturan walikota dan himbauan mematuhi protokol kesehatan dengan cara memakai masker, mencuci tangan dengan sabun, dan menjaga jarak namun dalam pelaksanaannya masih belum optimal karena masih terdapat masyarakat yang melanggar protokol kesehatan. Permasalahan dalam penelitian ini adalah: (1) Bagaimanakah pelaksanaan Peraturan Walikota Bandar Lampung Nomor 18 Tahun 2020 tentang Pedoman Pencegahan Penyebaran COVID- 19 Melalui Protokol Kesehatan di Wilayaii Kota Bandar Lampung dan (2) Faktor- faktor apakah yang menjadi penghambat Pelaksanaan Peraturan Walikota Bandar Lampung Nomor 18 Tahun 2020 tentang Pedoman Pencegahan Penyebaran COVID- 19 Melalui Protokol Kesehatan di Wilayah Kota Bandar Lampung. Pendekatan masalah yang digunakan dalam penelitian ini menggunakan pendekatan yuridis normatif dan empiris. Pengumpulan data dilakukan dengan cara studi lapangan dan studi pustaka. Setelah data terkumpul kemudian dianalsisi secara kualitatif untuk mendapatkan kesimpulan. Hasil penelitian menunjukkan bahwa: (1) Pelaksanaan Peraturan Walikota Bandar Lampung Nomor 18 Tahun 2020 dilakukan dengan menerapkan kewajiban mematuhi protokol kesehatan (memakai masker, mencuci tangan dengan sabun, dan menjaga jarak), menerapkan pencegahan dan pengendalian COVID-19 pada berbagai instansi dan fasilitas umum serta rumah ibadah dengan tujuan untuk rangka memutus mata rantai penularan COVID-19 di Kota Bandar Lampung. (2) Faktor-faktor yang menjadi penghambat Pelaksanaan Peraturan Walikota Bandar Lampung Nomor 18 Tahun 2020 Lampung kurang optimalnya sosialisasi peraturan kepada masyarakat sehingga masih adanya masyarakat yang melanggar protokol kesehatan meskipun telah diatur sanksi bagi para pelanggar yang tidak patuh akan protocol kesehatan. Kata Kunci: Pelaksanaan, Peraturan Walikota, Pencegahan, COVID-19 The Government enforced of Bandar Lampung Mayor Regulation Number 18 of 2020 concerning Guidelines for the Prevention of the Spread of Corona Virus Disease 2019 (COVID-19) as an effort to prevent the spread of COVID-19, one of which was the dissemination of mayoral regulations and an appeal to comply with health protocols by wearing masks, washing hands with soap, and keep a distance but in practice it is still not optimal because there are still people who violate health protocols. The problems in this study are: (1) How is the implementation of Bandar Lampung Mayor Regulation Number 18 of 2020 concerning Guidelines for Preventing the Spread of COVID-19 Through Health Protocols in the Bandar Lampung City Region and (2) What are the factors that hinder the implementation of the Bandar Lampung Mayor Regulation? Number 18 of 2020 concerning Guidelines for Preventing the Spread of COVID-19 Through Health Protocols in the Bandar Lampung City Region. The problem approach used in this study uses a normative and empirical juridical approach. Data was collected by means of field studies and literature studies. After the data is collected, it is analyzed qualitatively to get a conclusion. The results showed that: (1) The implementation of Bandar Lampung Mayor Regulation Number 18 of 2020 was carried out by implementing the obligation to comply with health protocols (wearing masks, washing hands with soap, and maintaining distance), implementing COVID-19 prevention and control at various agencies and facilities. public and places of worship with the aim of breaking the chain of transmission of COVID-19 in Bandar Lampung City. (2) The factors that hinder the implementation of Bandar Lampung Mayor Regulation Number 18 of 2020 Lampung are less than optimal dissemination of regulations to the community so that there are still people who violate health protocols even though sanctions have been set for violators who do not comply with health protocols.
