ABSTRAK PERAN AKTOR DALAM IMPLEMENTASI KEBIJAKAN PUBLIK (Studi pada Kebijakan Sistem Zonasi Sekolah) Oleh IRANDA PUTRI Pemerataan akses dan mutu pendidikan merupakan salah satu amanat dari UU No 20 Tahun 2003 tentang Sistem Pendidikan Nasional. Menindaklanjuti pernyataan tersebut melalui Peraturan Menteri Pendidikan dan Kebudayaan No 20 Tahun 2019 lahir sebuah kebijakan bernama Sistem Zonasi Sekolah. Penelitian ini berfokus pada kebijakan Sistem Zonasi Sekolah lingkup SMA di Provinsi Lampung. Tujuan penelitian adalah mengetahui tingkat kepentingan peran aktor dalam implementasi kebijakan Sistem Zonasi Sekolah. Jenis penelitian adalah deskriptif kualitatif. Pengolahan data menggunakan Analytical Hierarchy Process (AHP). Menggunakan teori Edward III untuk variabel implementasi yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi sebagai kriteria penelitian. Aktor implementasi terdiri dari Dinas Pendidikan dan Kebudayaan Provinsi Lampung, Majelis Kerja Kepala Sekolah (MKKS) Lampung, DPRD Provinsi Lampung, Dewan Pendidikan Lampung, Ikatan Guru Indonesia (IGI) Lampung, Lembaga Penjamin Mutu Pendidikan (LPMP) Lampung, Dosen Manajemen Pendidikan dan pengamat kebijakan pendidikan yang berdasarkan teori Thompson terbagi menjadi empat kelompok yaitu Key Players, Contest Setter, Subject dan Other Followers. Hasil penelitian menunjukkan tingkat kepentingan variabel implementasi adalah; struktur birokrasi, sumber daya, komunikasi dan disposisi. Sementara itu, tingkat kepentingan aktor implementasi adalah; Dinas Pendidikan dan Kebudayaan Provinsi Lampung, Majelis Kerja Kepala Sekolah (MKKS) Lampung, DPRD Provinsi Lampung, Dewan Pendidikan Lampung, Lembaga Penjamin Mutu Pendidikan (LPMP) Lampung, Ikatan Guru Indonesia (IGI) Lampung, Dosen Manajemen Pendidikan dan pengamat kebijakan pendidikan. ABSTRACT ROLE OF ACTORS IN THE IMPLEMENTATION OF PUBLIC POLICY (Study on School Zoning System Policy) By IRANDA PUTRI Equalization of access and quality of education is one of the mandates of Law Number 20 of 2013 on the National Education System. Follow up on the statement through the Regulation of the Minister of Education and Culture Number 20 of 2019 a policy was born called School Zoning System. This research focuses on the policy of school zoning system in Lampung province. The purpose of the study was to determine the level of importance of the role of actors in the implementation of school zoning system policies. This type of research is descriptive qualitative. Data processing use Analytical Hierarchy Process (AHP). Using Edward III's theory for implementation variables namely communication, resources, disposition and bureaucratic structure as research criteria. The implementation actors consist of the Lampung Provincial Education and Culture Office, Lampung School Principal Working Assembly (MKKS), Lampung Provincial Parliament (DPRD), Lampung Board of Education (DPL), Indonesian Teachers Association (IGI) Lampung, Lampung Education Quality Assurance Institute (LPMP), Lecturer of Education Management and observers of education policy based on Thompson's theory are divided into four groups namely Key Players, Contest Setter, Subject and Other Followers. The results showed the importance of implementation variables is; bureaucratic structure, resources, communication and disposition. Meanwhile, the importance of actors is; Department of Education and Culture of Lampung Province, Working Council of Principals (MKKS) of Lampung, Lampung Provincial Parliament (DPRD), Board of Education of Lampung (DPL), Lampung Education Quality Assurance Institute (LPMP), Indonesian Teachers Association (IGI) Lampung, Lecturer in Education Management and observer of education policy.
