ABSTRAK EFEKTIVITAS PROGRAM JARINGAN GAS UNTUK RUMAH TANGGA DI KOTA PRABUMULIH SUMATERA SELATAN (Studi Kasus Pada Kelurahan Mangga Besar Kecamatan Prabumulih Utara) Oleh Akhmad Kurniawan Kota Prabumulih Sumatera Selatan merupakan salah satu kota yang ditetapkan sebagai daerah yang memiliki potensi penghasil migas berdasarkan keputusan Menteri ESDM 414/K/81/MEM/2002. Kota Prabumulih telah melaksanakan program jaringan gas bumi untuk rumah tangga. Namun dalam pelaksanaannya lebih dari 2000 pelanggan yang diputus sambungan gas rumah tangga karena melakukan penunggakan dalam pembayaran jaringan gas. Kesenjangan antara tujuan program jaringan gas rumah tangga dan biaya yang harus dibayar masyarakat menjadi permasalahan dalam pelaksanaan program ini. Tujuan penelitian ini adalah untuk mengetahui efektivitas program jaringan gas untuk rumah tangga di Kota Prabumulih Sumatera Selatan. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Subyek dalam penelitian ini yaitu masyarakat Kelurahan Mangga Besar Kota Prabumulih Sumatera Selatan. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan sosialisasi program tidak melibatkan masyarakat secara langsung dan keseluruhan serta sedikitnya jumlah pegawai pemantauan dan pegawai administrasi pengaduan membuat pelaksanaanya menjadi lamban sehingga pelayanan kurang optimal. Diambil kesimpulan bahwa pelaksanaan Program Jaringan Gas Rumah Tangga di Kota Prabumulih Provinsi Sumatera Selatan berjalan tidak efektif. Kata Kunci : Efektivitas, jaringan gas, rumah tangga. ABSTRACT THE EFFECTIVENESS OF THE GAS NETWORK PROGRAM FOR HOUSEHOLDS IN PRABUMULIH CITY, SOUTH SUMATRA (Case Study in Mangga Besar Village, North Prabumulih District) By Akhmad Kurniawan Prabumulih City, South Sumatra Province is one of the cities designated as an area that has the potential to produce oil and gas based on the Decree of the Minister of Energy and Mineral Resources 414/K/81/MEM/2002. Prabumulih City has implemented a natural gas network program for households. However, in practice, more than 2000 customers were disconnected from their household gas connections due to arrears in gas network payments. The gap between the objectives of the household gas network program and the costs that must be paid by the community is a problem in the implementation of this program. The purpose of this study was to determine the effectiveness of the gas network program for households in Prabumulih City, South Sumatra. The method used in this research is descriptive with a qualitative approach. The subjects in this study were the people of Mangga Besar Village, Prabumulih City, South Sumatra. Data collection techniques used are interviews, observation, and documentation studies. The results showed that the implementation of the program socialization did not involve the community directly and as a whole and the small number of monitoring staff and complaints administration staff made the implementation slow so that the service was less than optimal. It was concluded that the implementation of the Household Gas Network Program in Prabumulih City, South Sumatra Province was ineffective. Keywords: Effectiveness, gas network, household.
