ABSTRAK STRATEGI KPUD DALAM MENINGKATKAN PARTISIPASI PEMILIH PADA PEMILIHAN BUPATI LAMPUNG TIMUR 2020 Oleh BELLA LESTA NURUL UTAMA Mekanisme dan wujud dari demokrasi di daerah adalah dengan pelaksanaan pilkada, pilkada merupakan sarana manifestasi kedaulatan dan pengukuhan bahwa pemilih adalah masyarakat di daerah. Tujuan dari penelitian ini untuk mengetahui bagaimana strategi KPU Kabupaten Lampung Timur dalam meningkatkan partisipasi pemilih pada pemilihan Bupati Lampung Timur 2020. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif menggunakan metode wawancara. Hasil dari penelitian ini menunjukan bahwa strategi Komisi Pemilihan Umum (KPU) Lampung Timur dalam meningkatkan partisipasi pemilih pada pemilihan Bupati Lampung Timur 2020 dengan hasil analisis dan hasil wawancara adanya peningkatan partisipasi pemilih pada pilkada 2020 sebanyak 6,85% dengan jumlah partisipasi pemilih yaitu sebanyak 70,02 % dimana sebelumnya pada pilkada 2015 partisipasi pemilih sebanyak 63,17%. Strategi yang di gunakan terdapat tiga indikator yaitu tahapan formulasi dan sasaran jangka panjang yaitu kejelasan dalam perencanaan dilihat dari penentuan tujuan pelaksanaan sosialisasi, sasaran pelaksanaan sosialisasi, identifikasi ancaman dan peluang, kekuatan dan kelemahan. Kedua, tahapan pemilihan tindakan yaitu melaksanakan sosialisasi kepada masyarakat dengan sosialisasi dalam bentuk penyuluhan, melalui media massa lokal, melalui media sosial dan dengan pemasangan alat peraga sosialisasi. Ketiga, tahap alokasi sumber daya yaitu dengan melakukan bimbingan teknis para petugas pilkada untuk aktif mensosialisasikan kegiatan yang telah dan akan berlangsung. ABSTRACT THE STRATEGY OF GENERAL ELECTION COMMISSION IN INCREASING VOTERS’ PARTICIPATION ON THE REGENT ELECTION OF EAST LAMPUNG IN 2020 By BELLA LESTA NURUL UTAMA The mechanism and form of rural democracy are the local leader election implementation, a manifestation of sovereignty and inauguration that voters are societies in the rural area. The research aims to understand on how the strategy of the East Lampung’s General Election Commission in increasing voters’ participation on the Regent Election of East Lampung in 2020. The research used a descriptive method with qualitative approach. The results showed that the strategy of the East Lampung’s General Election Commission in increasing voters’ participation on the Regent Election of East Lampung in 2020 with the analyses and interview results were viewed from the increase of voters’ participation on the Local Leaders Election in 2020 of 6,85% with the number of voters’ participation was 70,02% while the voters’ participation in the previous Local Leaders Election in 2015 was just 63,17%. The strategy consisted of three steps. Firstly, the formulation and long term target in the form of clarity in planning the objectives of socialization implementation, socialization targets, threat and opportunity identifications, strength as well as weakness. Secondly, the action selection is the socialization to the societies in the form of counseling through local mass media, social media, and installation of socialization visual aids. Thirdly, the resource allocation is a technical guidance for the local leader election’s committees to socialize the current and upcoming event actively.
