Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Italia dan Libya mengalami permasalahan terkait jumlah migran ilegal yang meningkat pasca tren migrasi melalui jalur Turki dan Yunani berhasil dihentikan. Libya saat ini dalam kondisi belum ideal (failed state). Selain itu, migran ilegal mudah untuk memasuki wilayah Libya. Permasalahan seperti penyelundupan manusia dan perdagangan manusia akan membahayakan migran yang ada. Penelitian ini menganalisis kerja sama antara Italia dan Libya dalam menangani permasalahan migran khususnya di jalur Mediterania Tengah selama periode 2017-2019. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Data yang digunakan dalam penelitian ini merupakan jenis data sekunder yang didapat dari operation report organisasi-organisasi internasional yang terkait dengan permasalahan migran di kawasan terkait seperti IOM, UN, dan EU. Penulis menggunakan konsep bilateral agreement. Libya dalam kondisi belum ideal sehingga perlu melakukan kerja sama dengan Italia, yang juga terus menerima banyak migran ilegal melalui Libya. Berdasarkan penelitian yang dilakukan, Italia dan Libya belum berhasil menangani permasalahan migran yang terjadi di jalur Mediterania Tengah. Meskipun angka dari migran ilegal yang memasuki Italia telah menurun secara drastis, namun pelanggaran HAM terus terjadi selama proses penahanan oleh institusi keamanan perbatasan dan kamp penahanan di Libya karena standar prosedural yang kurang memadai. Italia juga gagal menjaga integritas wilayah Libya sebab kerja samanya dengan milisi-milisi yang merupakan kelompok people smuggler dan human trafficker dan juga musuh bagi Libya sendiri. _________________________________ Kata kunci: Libya, Italia, migran ilegal, kerja sama, milisi Italy and Libya experienced problems related to the increasing number of illegal migrants after the trend of migration through Turkey and Greece was successfully stopped. Libya is currently in a non-ideal state (failed state). In addition, it is easy for illegal migrants to enter Libyan territory. Problems such as people smuggling and human trafficking will endanger existing migrants. This study analyzes the cooperation between Italy and Libya in dealing with migrant problems, especially in the Central Mediterranean route during the 2017-2019 period. This study uses descriptive qualitative research methods. The data used in this research is secondary data which is obtained from reports on operations of international organizations related to migrant problems in related areas such as IOM, UN, and EU. The author uses the concept of a bilateral agreement. Libya is not in an ideal condition so it is necessary to cooperate with Italy, which also continues to receive many illegal migrants through Libya. Based on the research conducted, Italy and Libya have not succeeded in dealing with migrant problems that occur in the Central Mediterranean route. Although the number of illegal migrants entering Italy has dropped dramatically, human rights violations continue to occur during detention by border institutions and camps displaced in Libya due to inadequate standards. Italy has also failed to maintain Libya's territorial integrity because of its cooperation with militias which are groups of people smugglers and human traffickers and are also enemies of Libya itself. _________________________________ Keywords: Libya, Italy, illegal migrants, cooperation, militia
