Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Berdasarkan data Bawaslu Kota Bandar Lampung, pada pemilihan umum Tahun 2019 terdapat 13 pelanggaran pada tahapan pemilu yaitu administrasi, pidana, politik uang, netralitas ASN, dan kode etik dengan sumber temuan berdasarkan laporan, temuan dan laporan pelanggaran ditingkat kecamatan. Pelaku dugaan pelanggaran mencakup peserta pemilu, penyelenggara pemilu, ASN, pejabat pemerintahan, dan setiap orang. Program dan inovasi pengawasan partisipatif diperlukan untuk meningkatkan keterlibatan masyarakat dalam pemilu. Penelitian ini bertujuan untuk mengetahui model pengawasan partisipatif dalam pencegahan pelanggaran dalam menghadapi pemilu tahun 2024 di Kota Bandar Lampung. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data wawancara dan dokumentasi. Teori yang digunakan yaitu teori Suswantoro, terdapat tiga model pengawasan yaitu pengawasan meluas, pengawasan terbatas dan pengawasan berbasis isu. Hasil penelitian yang ditemukan adalah model yang digunakan Bawaslu Kota Bandar Lampung yaitu model pengawasan partisipatif meluas terdiri pendidikan pengawas partisipatif, pojok pengawasan, dan komunitas digital pengawasan partisipatif. Model pengawasan partisipatif terbatas mencakup forum warga dan kerja sama perguruan tinggi. Model pengawasan berbasis isu berupa kampung pengawasan. Program pengawasan terdiri dari pendidikan pengawasan partisipatif, forum warga, pojok pengawasan, kerjasama perguruan tinggi, kampung pengawasan dan komunitas digital pengawasan paritsipatif. Inovasi pengawasan berupa kelas pengawasan, patroli pemilu, door to door, dan road show. Kata Kunci : Model Pengawasan Partisipatif dan Pencegahan Pelanggaran. ABSTRACT Based on data from the Bandar Lampung City Bawaslu, in the 2019 general election there were 13 violations at the election stage, namely administration, crime, money politics, ASN neutrality, and the code of ethics with findings based on reports, findings and reports of violations at the sub-district level. Perpetrators of alleged violations include election participants, election administrators, ASN, government officials, and everyone. Participatory monitoring programs and innovations are needed to increase community involvement in elections. This study aims to determine the model of participatory supervision in preventing violations in the face of the 2024 elections in Bandar Lampung City. This study used a qualitative descriptive method with interview and documentation data collection techniques. The theory used is Suswantoro's theory, there are three models of supervision, namely widespread supervision, limited supervision and issue-based supervision. The results of the research found are the model used by the Bandar Lampung City Bawaslu, which is a broad participatory supervision model consisting of participatory supervisory education, supervision corner, and participatory supervision digital community. Limited participatory supervision models include citizen forums and university cooperation. The issue-based monitoring model is in the form of surveillance villages. The supervision program consists of participatory supervision education, community forums, supervision corners, university collaborations, supervision villages and participatory supervision digital communities. Supervision innovations in the form of surveillance classes, election patrols,door to door, androad show. Keywords: Model of Participatory Monitoring and Violation Prevention.
