Penyelenggaraan pemilihan kepala daerah (pemilihan) seringkali dianggap mahal karena biaya penyelenggaraan pemilihan menggunakan anggaran yang sangat tinggi pada saat pelaksanaannya, termasuk anggaran logistik pemilihan. Salah satu langkah yang perlu dilakukan untuk menekan anggaran pemilihan yang sangat besar yaitu efisiensi anggaran pengadaan logistik pemilihan melalui e- procurement. Penelitian ini bertujuan untuk mendeskripsikan bagaimana penerapan e-procurement logistik pemilihan kepala daerah Kabupaten Pesawaran dan menganalisis bagaimana efisiensi penggunaan keuangan negara melalui penerapan e-procurement dalam pengadaan logistik pemilihan di KPU Kabupaten Pesawaran. Pendekatan penelitian dalam penelitian ini adalah dengan pendekatan kualitatif dengan tipe evaluasi deskripsi. Teknik pengumpulan data yang digunakan dengan cara observasi, wawancara dan dokumentasi. Peneliti menggunakan teori Willem (2012) mengenai metode implementasi e- procurement dan teori Farrell (1957) mengenai indikator efisiensi yang terdiri dari efisiensi teknis, ekonomis dan alokatif. Hasil penelitian menunjukkan bahwa penerapan e-procurement pengadaan barang logistik pemilihan kepala daerah Kabupaten Pesawaran tahun 2020 sudah sesuai dengan metode implementasi e- procurement dan menghasilkan efisiensi ekonomis dan alokatif namun tidak menghasilkan efisiensi teknis dikarenakan pelaksanaan e-procurement di KPU Pesawaran tahun 2020 membutuhkan waktu yang lebih lama dari sistem konvensional. Efisiensi ekonomis yang sangat besar yang berjumlah 851 juta rupiah mengindikasikan ketidakcermatan dalam penyusunan anggaran dan lemahnya pelaksanaan anggaran harus diperbaiki pada pelaksanaan pemilihan yang akan datang sehingga efisiensi yang dihasilkan lebih optimal. IRAWAN ADI HARTONO Holding regional elections (elections) is often considered expensive because the cost of holding elections uses a very high budget at the time of its implementation, including the logistics budget of elections. One of the steps that needs to be taken to reduce the huge election budget is the efficiency of the election logistics procurement budget through e-procurement. This study aims to describe the implementation of e-procurement logistics for the election of regional heads of Pesawaran Regency and analyze how efficient the use of state finances through the application of e-procurement in the procurement of election logistics in the KPU of Pesawaran Regency. The research approach in this study is a qualitative approach with a description evaluation type. Data collection techniques are used using observation, interviews, and documentation. Researchers use Willem's (2012) theory regarding the method of implementing e-procurement and Farrell's (1957) theory of efficiency indicators consisting of technical, economical, and allocative efficiency. The results showed that the implementation of e- procurement of logistics procurement for the 2020 Pesawaran Regency regional head election was by the e-procurement implementation method and produced economic and allocative efficiency but did not produce technical efficiency because the implementation of e-procurement at the Pesawaran KPU in 2020 took longer than the conventional system. The huge economic efficiency of 851 million rupiah indicates inaccuracy in budget preparation and weak budget implementation must be corrected in the upcoming elections so that the resulting efficiency is more optimal.
