Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pemerintah Kota Bandar Lampung melalui BKPSDM Kota Bandar Lampung memiliki program Tugas Belajar yang bertujuan untuk meningkatkan kompetensi para PNS berdasar pada pelayanan publik yang dianggap masih kurang oleh masyarakat. Kebijakan ini sesuai dengan SE MENPAN RB Nomor 28 Tahun 2021 tentang Pengembangann Kompetensi Bagi Pegawai Negeri Sipil Melalui Jalur Pendidikan. Pada penerapannya, program pemberian tugas belajar terdapat kendala dan hambatan. Permasalahan dalam penelitian ini adalah: (1) Bagaimanakah kebijakan pemberian tugas belajar bagi Pegawai Negeri Sipil di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Bandar Lampung? (2) Faktor-faktor apa saja yang menjadi penghambat dan pendukung dalam pemberian tugas belajar bagi Pegawai Negeri Sipil di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Bandar Lampung? Metode penelitian yang digunakan adalah pendekatan masalah normatif dan empiris. Pengumpulan data dilakukan dengan teknik wawancara dan studi kepustakaan. Data yang diperoleh, dianalisis menggunakan teknik deskriptif kualitatif agar mudah dipahami. Hasil penelitian ini menunjukkan bahwa: (1) Kebijakan pemerintah dalam pemberian tugas belajar bagi PNS di BKPSDM Kota Bandar Lampung diberikan melalui beasiswa maupun pengajuan secara mandiri. Dalam prosesnya belum dapat berjalan dengan lancar karena berbagai hal, baik dari lembaga yang berwenang dan individunya. (2) Faktor-faktor yang menghambat, seperti keterbatasan layanan administrasi akibat kurangnya pemanfaatan teknologi dan fasilitas, dan kelalaian PNS dalam mengurus berbagai persyaratan. Berdasarkan hasil penelitian, saran dalam kebijakan pemerintah pemberian tugas belajar bagi PNS di BKPSDM Kota Bandar Lampung ini masih perlu sedikit perbaikan dalam pelaksanaannya. Memperkuat kebijakan dan pelaksanaan, agar program tugas belajar dapat lebih efektif dalam meningkatkan kualitas dan kompetensi para PNS di Kota Bandar Lampung. This policy is in line with RB No. 28 Year 2021 on the development of competences for civil servants through the educational path. In its implementation, the learning assignment program has obstacles. The issues in this study are: (1) How is the policy of giving study duties to civil government officials in the Civil Service and Human Resource Development Agency of the City of Bandar Lampung? (2) What factors are inhibiting and supportive in the assignment of educational duties to the Civil State Officers in the Human Resource Development Agency of the City of Bandar Lampung? The research method used is a normative and empirical approach to problems. Data collection is done using interview techniques and a library study. The data obtained, analyzed using qualitative descriptive techniquesThe results of this research show that: (1) Government policy in the granting of educational duties to the PNS in BKPSDM City of Bandar Lampung is given through scholarships or submissions independently. However, in the process has not been able to run with the smooth and maximum. (2) Hindering factors, such as limited administrative services due to lack of use of technology and facilities, and negligence of PNS in dealing with various requirements. Based on the results of the research, the advice given in the government's policy of granting study duties to the PNS at BKPSDM City of Bandar Lampung is that there is still a need for some improvement in its implementation. Strengthening the policy and implementation, it is expected that the curriculum will be much more effective in improving the quality and competence of the PNS in the City of Bandar Lampung.
