Abstract

Penelitian ini bertujuan untuk mengetahui permasalahan yang dialami dalam pelaksanaan Program Keluarga Harapan (PKH) dan partisipasi masyarakat membantu PKH terlaksana dengan baik di Kampung Terbanggi Subing. Program Keluarga Harapan adalah program bantuan yang termasuk dalam klaster pertama strategi penggulangan kemiskinan di Indonesia. Jumlah penerima bantuan di Kampung Terbanggi Subing sebanyak 403 Keluarga Penerima Manfaat PKH. Penelitian ini, fokus utamanya adalah untuk mengetahui permasalahan yang dialami dalam pelaksanaan PKH di Kampung Terbanggi Subing dan strategi dalam menyelesaikan permasalahan PKH di Kampung Terbanggi Subing melalui Kelompok Usaha Bersama (KUBE). Penelitian ini menggunakan metode kualitatif pendekatan deskriptif untuk menggambarkan masalah dan strategi penyelesainnya berbasis partisipasi masyarakat yang dianalisis menggunakan Teori Edi Suharto tentang 3 strategi aras pemberdayaan. Penelitian ini melibatkan 9 orang informan yang terdiri dari 6 orang dari keluarga penerima manfaat, 1 pendamping PKH, 1 orang kabid KPH Dinas Sosial, dan 1 orang Kakam. Hasil penelitian ini menunjukan bahwa permasalahan dalam pelaksanaan PKH di Kampung Terbanggi Subing seperti berhentinya penggunaan sistem aplikasi SIKS-NG, belum ada standar kriteria keluarga sejahtera yang akurat, ketergantungan KPM dalam penerimaan PKH, dan masih sering ditemukan masalah pada sistem administrasi calon penerima PKH. Strategi aras mikro dengan meningkatkan kesadaran anggota kelompok dibidang kesehatan dan pendidikan. Strategi aras mezzo melalui pemberian pendidikan, sosialisasi, dan pendampingan kepada peserta PKH KUBE. Strategi aras makro melalui keberhasilan kelompok dalam mengembangkan usaha kolektif hewan ternak. Kata Kunci : PKH, KUBE, Pemberdayan Masyarakat, Partisipasi Masyarakat This study aims to find out the problems experienced in the implementation of the Family Hope Program (PKH) and community participation to help PKH be implemented properly in Terbanggi Subing Village. The Family Hope Program is an assistance program that is included in the first cluster of poverty alleviation strategies in Indonesia. The number of beneficiaries in Kampung Terbanggi Subing is 403 PKH Beneficiary Families. In this study, the main focus is to find out the problems experienced in the implementation of PKH in Terbanggi Subing Village and strategies in solving PKH problems in Terbanggi Subing Village through the Joint Business Group (KUBE). This study uses a qualitative method of descriptive approach to describe the problem and its solution strategy based on community participation which is analyzed using Edi Suharto's Theory of 3 empowerment level strategies. This study involved 9 informants consisting of 6 people from the beneficiary families, 1 PKH companion, 1 head of KPH Social Service, and 1 Kakam. The results of this study show that problems in the implementation of PKH in Terbanggi Subing Village such as the cessation of the use of the siks-ng application system, the lack of accurate standards for prosperous family criteria, the dependence of KPM in accepting PKH, and there are still often problems in the administrative system of prospective PKH recipients. Micro-level strategy by increasing the awareness of group members in the health and education sectors. The mezzo-level strategy is through the provision of education, socialization, and mentoring to PKH KUBE participants. Macro-level strategy through the success of the group in developing the collective business of livestock. Keywords: PKH, KUBE, Community Empowerment, Community Participation
