Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Program Indonesia Pintar adalah program bantuan dari pemerintah di bidang pendidikan untuk memenuhi kebutuhan pendidikan. Program Indonesia Pintar ini belum berjalan dengan maksimal karena masih adanya pemberian bantuan tidak tepat sasaran, masih rendahnya kesadaran orang tua terhadap PIP. Penelitian ini bertujuan mengidentifikasi ketidakefektifan implementasi kebijakan program Indonesia Pintar di Kota Bandar Lampung dengan menggunakan empat aspek menurut teori George Edward III (Komunikasi, Sumber Daya, Birokrasi dan Disposisi). Metode penelitian ini menggunakkan pendekatan kualitatif deskriptif. Berdasarkan hasil penelitian menunjukkan bahwa implementasi kebijakan Program Indonesia Pintar pada aspek komunikasi dalam bentuk sosialisasi antara Dinas Pendidikan dengan Sekolah yang telah dilakukan menujukkan ketidakefektifan. Hambatan dalam masalah komunikasi yaitu masih terdapat wali murid yang belum memahami manfaat serta tata cara pengusulannya untuk mendapatkan bantuan Program Indonesia Pintar. Sumberdaya baik pegawai maupun peralatan dalam mendukung Program Indonesia Pintar baik di Dinas Pendidikan maupun di Sekolah Bandar Lampung sudah berjalan meskipun masih kurang memadai. Selain itu, pelaksanaan tugas dan fungsi dari dinas maupun sekolah terkait program ini telah dilaksanakan kepada para penerima manfaat Program Indonesia Pintar di Kota Bandar Lampung, namun pengawasan Sekolah terhadap penggunaan dana bantuan oleh siswa penerima Program Indonesia Pintar yang masih belum optimal dikarenakan pihak sekolah tidak mengetahui dengan pasti kegunaan dana tersebut digunakan. Sedangkan pelaksanaan kebijakan Program Indonesia Pintar telah terlaksana, namun juga masih terdapat kendala yaitu pihak sekolah masih kesulitan untuk mendata siswa siswa yang sangat membutuhkan program tersebut. The Smart Indonesia Program has not been running optimally because the provision of assistance is still not on target, and parents' awareness of PIP is still low. The aim of this research is to determine the ineffectiveness of implementing the Smart Indonesia Program policy in Bandar Lampung City. Viewed from four aspects according to George Edward III's theory (Communication, Resources, Bureaucracy and Disposition). This research method uses a descriptive qualitative approach. Based on the research results, it shows that the implementation of the Smart Indonesia Program policy on the communication aspect in the form of socialization between the Education Department and Schools that has been carried out shows ineffectiveness. The obstacle in communication is that there are still parents who do not understand the benefits and procedures for proposing to get assistance from the Smart Indonesia Program. Resources, both staff and equipment, to support the Smart Indonesia Program both at the Education Department and at the Bandar Lampung School are already running, although they are still inadequate. Apart from that, the implementation of duties and functions from departments and schools related to this program has been carried out for the beneficiaries of the Smart Indonesia Program in Bandar Lampung City, however, the school's supervision of the use of aid funds by students receiving the Smart Indonesia Program is still not optimal because the school does not know with certainty what use the funds will be used for. While the implementation of the Smart Indonesia Program policy has been implemented, there are still obstacles, namely schools are still having difficulty registering students who really need the program.
