Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Ketertiban dapat terwujud apabila terjalin kerjasama yang baik antar stakeholder yaitu pemerintah, para pelaku usaha dan juga masyarakatnya. Bisa jadi tidak tertibnya suatu usaha rumah makan yang dikelola oleh para pengusaha disebabkan oleh ketidak jelasan aturan yang dibuat oleh pemerintah, atau tidak tegasnya pemerintah dalam mengatur perilaku para pengusaha Pemerintah dalam mengelola dampak negatif pariwisata diatur melalui Peraturan Daerah Nomor 07 tahun 2018 tentang ketertiban wisata. Peraturan daerah ini dimaksudkan sebagai suatu upaya legal dalam mengelola ketertiban pariwisata secara baik dan benar guna memberikan dampak positif bagi lingkungan, masyarakat dan pemerintah setempat. Metode yang digunakan pada penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Dalam melihat implementasi kebijakan, peneliti menganalisis menggunakan teori Richard E. Matland dalam Alamsyah (2016). Penelitian ini menggunakan pengumpulan data melalui tahap observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian, implementasi Peraturan Daerah Nomor 07 Tahun 2018 tentang Ketertiban Wisata di Pantai Tanjung Setia menunjukkan bahwa 1). Dari teori model Richard Matland tersebut dari 4 ketepatan, 3 diantaranya sudah masuk/sesuai dalam teori tersebut dan ada 1 ketepatan yang dirasa belum berhasil dalam implementasi kebijakan ketertiban wisata di Kabupaten Pesisir Barat yakni ketepatan target 2). Faktor penghambat implementasi ini berupa kesadaran masyarakat akan pemahaman ketertiban wisata dan pemahaman wisatawan terhadap kebijakan ketertiban wisata serta kurangnya aktor kebijakan atau sumberdaya manusia dalam pelaksanaan implementasi kebijakan, seperti penyuluh pariwisata. Kata Kunci : Implementasi Peraturan Daerah, Pariwisata, Ketertiban Wisata Order can be realized if there is good cooperation between stakeholders, namely the government, business actors and also the community. It could be that the disorder in a restaurant business managed by entrepreneurs is caused by unclear regulations made by the government, or the government's lack of firmness in regulating the behavior of entrepreneurs. The government in managing the negative impacts of tourism is regulated through Regional Regulation Number 07 of 2018 concerning tourist order. This regional regulation is intended as a legal effort to manage tourism order properly and correctly in order to have a positive impact on the environment, community and local government. The method used in this research is a qualitative method with a descriptive approach. In looking at policy implementation, researchers analyzed using Richard E's theory. Metland in Alamsyah (2016). This research uses data collection through observation, interviews and documentation stages. Based on the research results, the implementation of Regional Regulation Number 07 of 2018 concerning Tourism Order at Tanjung Setia Beach shows that 1). From Richard Matland's model theory, of the 4 accuracy models, 3 of them are included/suitable in the theory and there is 1 accuracy which is deemed not successful in implementing tourism order policy in Pesisir Barat Regency, namely target accuracy 2). Factors inhibiting this implementation include public awareness of understanding tourism order and tourists' understanding of tourism order policies as well as the lack of policy actors or human resources in implementing policy implementation, such as tourism instructors.
