Abstract
South Lampung Regency is a coastal area vulnerable to hydrometeorological, geological, and anthropogenic disasters. Although the Disaster Resilient Village Program (Desa Tangguh Bencana or Destana) has been implemented to enhance community adaptive capacity, its execution at the village level still faces challenges related to sustainability, citizen participation, and cross-level institutional integration. This study aims to address three main research questions: (1) What form of Adaptive Governance development for disaster risk reduction emerges through the Destana intervention in South Lampung Regency?, (2) What is the impact of Adaptive Governance development for disaster risk reduction on the management of the socio-ecological system (SES) in South Lampung?, (3) What conceptual model of Adaptive Governance can be formulated from the Destana intervention to support SES management in South Lampung?. Using a qualitative approach with a case study design, the research was conducted in Sukaraja and Banding Villages, Rajabasa Subdistrict, South Lampung Regency. Data collection techniques included in-depth interviews, observation, and document analysis, validated through source and method triangulation. The results show that the Destana intervention contributes to the formation of Adaptive Governance through three mechanisms: (a) polycentric coordination among actors (village government, BPBD, volunteers, and NGOs), (b) internalization of local social values such as gotong royong (mutual cooperation) and musyawarah (deliberation) as sources of policy legitimacy, and (c) a collective learning system involving disaster simulations, reflective evaluation, and community-based innovation. The Destana program positively impacts SES through community-based ecosystem protection, the strengthening of adaptive norms, and increased inclusivity of vulnerable groups. As a theoretical contribution, this research proposes a conceptual model of socially legitimate and responsive adaptive governance, integrating informal values, formal structures, social learning, and cross-level capacity bridging. The study recommends that local governments enhance village institutional capacity through collaborative regulation, continuous training, and mainstreaming local values into disaster risk reduction (DRR) policies. Strengthening multi-actor, cross-level networks is also essential for sustaining this governance model.
