Abstract
Penelitian ini bertujuan untuk menganalisis efektivitas Program Bantuan Stimulan Perumahan Swadaya (BSPS) dalam meningkatkan kondisi sosial dan ekonomi masyarakat berpenghasilan rendah (MBR) di Kota Bandar Lampung. Metode yang digunakan adalah pendekatan kuantitatif deskriptif dengan fokus pada tiga dimensi efektivitas, yaitu input, proses, dan outcome. Sampel penelitian terdiri dari 67 kepala keluarga penerima BSPS tahun 2023. Hasil menunjukkan bahwa pada aspek input, dukungan dana dan material tergolong mencukupi, namun distribusi material masih sering mengalami keterlambatan akibat hambatan logistik. Dari aspek proses, program melibatkan partisipasi aktif masyarakat melalui prinsip gotong royong, meskipun pengawasan teknis dan pengelolaan waktu pelaksanaan belum optimal. Dari sisi outcome, terdapat peningkatan kualitas fisik rumah dan kondisi kesehatan penerima bantuan. Namun demikian, dampak terhadap aspek ekonomi belum terlihat signifikan, karena sebagian besar penerima belum mengalami peningkatan pendapatan atau produktivitas ekonomi. Oleh karena itu, program dinilai cukup efektif dalam aspek fisik dan sosial, namun perlu diperkuat dengan integrasi strategi pemberdayaan ekonomi agar manfaatnya lebih berkelanjutan. Kata Kunci: Efektivitas Program, BSPS, Dampak Ekonomi, Masyarakat Berpenghasilan Rendah This study aims to analyze the effectiveness of the Self-Help Housing Stimulant Assistance Program (BSPS) in improving the social and economic conditions of low-income communities (MBR) in Bandar Lampung City. The method used is a descriptive quantitative approach with a focus on three dimensions of effectiveness, namely input, process, and outcome. The research sample consisted of 67 heads of families receiving BSPS in 2023. The results show that in terms of input, financial and material support are sufficient, but material distribution is still often delayed due to logistical obstacles. From the process aspect, the program involves active community participation through the principle of mutual cooperation, although technical supervision and management of implementation time are not optimal. From the outcome side, there is an increase in the physical quality of houses and the health conditions of aid recipients. However, the impact on the economic aspect has not been seen significantly, because most recipients have not experienced an increase in income or economic productivity. Therefore, the program is considered quite effective in terms of physical and social aspects, but it needs to be strengthened by integrating economic empowerment strategies so that the benefits are more sustainable.
