Abstract

Pengembangan pariwisata di Pekon Sumber Mulyo, Kabupaten Tanggamus, masih menghadapi berbagai tantangan, seperti promosi yang kurang efektif, belum tersedianya ruang produksi tenun, minimnya keterlibatan masyarakat, serta aksesibilitas yang belum optimal. Permasalahan ini disebabkan oleh lemahnya koordinasi antar-stakeholder yang seharusnya berperan sinergis dalam mendorong kemajuan sektor pariwisata. Penelitian ini bertujuan untuk menganalisis dinamika koordinasi antar-stakeholder dalam pengembangan wisata di Pekon Sumber Mulyo. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teori koordinasi Handayaningrat (1989) dengan indikator, yaitu: komunikasi; kesepakatan, komitmen, dan insentif koordinasi; serta kontinuitas perencanaan. Hasil penelitian menunjukkan bahwa koordinasi antar-stakeholder yang terdiri dari Dinas Pariwisata dan Kebudayaan Kabupaten Tanggamus, Dinas Koperasi Usaha Kecil dan Menengah, Perdagangan dan Perindustrian Kabupaten Tanggamus, Pemerintah Pekon Sumber Mulyo, Kelompok Sadar Wisata (Pokdarwis), pelaku usaha lokal, serta masyarakat sekitar belum berjalan optimal. Hambatan yang ditemukan meliputi pola komunikasi yang tidak rutin, kompetensi partisipan yang belum merata, tidak konsistennya pelaksanaan rencana, keterbatasan anggaran, dan rendahnya frekuensi rapat. Penelitian ini menyimpulkan bahwa perlu adanya penguatan mekanisme koordinasi antar-stakeholder secara berkelanjutan, serta peningkatan kapasitas sumber daya manusia agar pengembangan wisata dapat berjalan lebih efektif. Kata Kunci: Koordinasi Stakeholder, Pengembangan Wisata, Mekanisme Koordinasi Berkelanjutan, Peningkatan Sumber Daya Manusia Tourism development in Pekon Sumber Mulyo, Tanggamus Regency, continues to face various challenges, including ineffective promotion, the absence of a dedicated weaving production space, minimal community involvement, and suboptimal accessibility. These issues stem from the weak coordination among stakeholders who are expected to play a synergistic role in advancing the tourism sector. This research aims to analyze the dynamics of stakeholder coordination in tourism development within Pekon Sumber Mulyo. This study employs a descriptive qualitative approach, utilizing Handayaningrat (1989) coordination theory, which encompasses five key indicators: communication, awareness of coordination's importance, participant competence, agreement, commitment, and coordination incentives, and continuity of planning. The research findings indicate that coordination among stakeholders—comprising the Tanggamus Regency Tourism and Culture Office, the Tanggamus Regency Office of Cooperatives, Small and Medium Enterprises, Trade, and Industry, the Pekon Sumber Mulyo Village Government, the Tourism Awareness Group (Pokdarwis), local business actors, and the surrounding community—has not been optimal. Identified obstacles include irregular communication patterns, uneven participant competencies, inconsistent implementation of plans, budget limitations, and a low frequency of meetings. This research concludes that there is a critical need for strengthening sustainable coordination mechanisms among stakeholders and enhancing human resource capacity to ensure more effective tourism development.
