Abstract

Pemilu Legislatif 2024 di Kota Bandar Lampung menunjukkan fenomena peningkatan suara Partai Kebangkitan Bangsa (PKB) yang tidak sebanding dengan jumlah kursi yang diperoleh. Ketimpangan ini memunculkan dugaan adanya pengaruh redelineasi daerah pemilihan (dapil) yang berpotensi dimanfaatkan secara politis. Penelitian ini bertujuan mengidentifikasi dasar penataan ulang daerah pemilihan, menganalisis keterkaitannya dengan perolehan suara dan distribusi kursi PKB, serta menilai potensi manipulasi politik dalam proses tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan teknik wawancara mendalam dan analisis data sekunder. Data diperoleh dari dokumen resmi KPU, wawancara dengan pengurus partai, penyelenggara pemilu, dan masyarakat pemilih. Hasil menunjukkan bahwa redelineasi dilakukan sesuai prosedur hukum, namun minimnya pemahaman para pihak mengenai konsep gerrymandering membuka ruang manipulasi tersembunyi yang menghambat pengawasan publik. Perubahan spasial dapil justru menguntungkan PKB melalui konsolidasi basis Nahdliyin di wilayah strategis berdasarkan analisis Location Quotient (LQ) yang menunjukkan sebaran elektoral relatif merata di seluruh dapil Kota Bandar Lampung, sehingga menguatkan indikasi adanya praktik gerrymandering. Strategi internal partai yang mendorong interaksi langsung antara caleg dan pemilih, diperkuat oleh perubahan konfigurasi dapil yang menguntungkan, berkontribusi signifikan terhadap peningkatan suara dan perolehan kursi PKB pada Pemilu 2024. Temuan ini menekankan pentingnya reformasi kebijakan penataan dapil yang lebih transparan, partisipatif, dan berbasis data spasial-sosiokultural guna memperkuat keadilan representatif dan kualitas demokrasi elektoral di tingkat lokal. The 2024 Legislative Election in Bandar Lampung City demonstrated a disproportionate increase in votes for the National Awakening Party (PKB) relative to the number of seats won. This imbalance raises suspicions of the potential political influence of electoral district redelineation. This study aims to identify the basis for this electoral district redelineation, analyze its relationship to PKB's vote acquisition and seat distribution, and assess the potential for political manipulation in the process. This study employed a qualitative approach using in-depth interviews and secondary data analysis. Data were obtained from official KPU documents, interviews with party officials, election organizers, and voters. The results indicate that the redelineation was carried out in accordance with legal procedures, but the parties' lack of understanding of the concept of gerrymandering opened up opportunities for hidden manipulation that hampered public oversight. Spatial changes in electoral districts actually benefited PKB through the consolidation of the Nahdliyin (NU) base in strategic areas, based on a Location Quotient (LQ) analysis, which showed a relatively even electoral distribution across all electoral districts in Bandar Lampung City, thus strengthening the indication of gerrymandering practices. The party's internal strategy of encouraging direct interaction between legislative candidates and voters, reinforced by favorable changes in electoral district configuration, significantly contributed to the increase in votes and seat acquisition for PKB in the 2024 Election. These findings emphasize the importance of reforming electoral district arrangement policies that are more transparent, participatory, and based on spatial-sociocultural data to strengthen representative justice and the quality of electoral democracy at the local level.fairness and strengthen the quality of electoral democracy at the local level.
