Penelitian ini dilatarbelakangi oleh permasalahan perubahan iklim global dan ambisi Uni Eropa dalam menetapkan target penurunan emisi yang tinggi dibandingkan negara lain. Penelitian ini bertujuan untuk mendeskripsikan upaya yang diakukan oleh Uni Eropa sebagai aktor supranasional dalam implementasi Nationally Determined Contributions (NDC). Metode penelitian yang digunakan adalah pendekatan kualitatif dengan studi pustaka sebagai metode pengumpulan data sekunder, serta menggunakan teori politik lingkungan global sebagai landasan teoritis. Hasil penelitian menunjukkan bahwa Paris Agreement sebagai rezim internasional menurut Keohane dapat membantu negara dalam mengurangi biaya transaksi antar negara dan menyediakan mekanisme transparansi. Uni Eropa sebagai organisasi supransional mengupayakan penerapan NDC melalui implementasi regulasi strategis seperti European Union Emission Trading System (EU ETS), EU Climate Law dan paket legislasi Fit for 55, serta mekanisme pendanaan seperti Just Transition Mechanism dan Social Climate Fund. Peneliti menyimpulkan bahwa peran aktor supranasional seperti Uni Eropa secara signifikan memperkuat implementasi Paris Agreement, melalui kebijakan yang terintegrasi, adil, dan inovatif, serta memberikan kontribusi positif terhadap tata kelola iklim global. Kata kunci: Paris Agreement, Perubahan Iklim, Organisasi Supranasional, Uni Eropa, NDC This research was backgrounded by the problem of global climate change and the ambition of the European Union in setting high emission reduction targets compared to other countries. This study aimed to describe the efforts recognized by the European Union as a supranational actor in the implementation of Nationally Determined Contributions (NDCs).The research method used was a qualitative approach with literature studies as a secondary data collection method, and global environmental political theory was used as a theoretical foundation. The results of the study showed that the Paris Agreement, as an international regime according to Keohane, could help countries reduce the cost of transactions between them and provide a transparency mechanism. The European Union, as a supranational organization, sought to implement NDCs through the application of strategic regulations such as the European Union Emission Trading System (EU ETS), EU Climate Law, and the Fit for 55 legislation package, as well as funding mechanisms such as the Just Transition Mechanism and the Social Climate Fund. The researchers concluded that the role of supranational actors such as the European Union significantly strengthened the implementation of the Paris Agreement through integrated, fair, and innovative policies, and made a positive contribution to global climate governance.
