Abstract

Implementasi sistem pembayaran digital menjadi bagian penting dalam mendorong pertumbuhan ekonomi dan efisiensi transaksi, khususnya di kalangan pelaku Usaha Mikro, Kecil, dan Menengah (UMKM). Penelitian ini bertujuan untuk menganalisis implementasi QRIS pada UMKM di Kota Bandar Lampung serta mengidentifikasi kendala yang dihadapi dalam pelaksanaannya. Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian ini mengacu pada teori implementasi kebijakan publik dari Van Meter dan Van Horn yang mencakup enam indikator: standar dan sasaran kebijakan, sumber daya, karakteristik agen pelaksana, komunikasi antarorganisasi, kondisi sosial-ekonomi-politik, serta disposisi pelaksana. Hasil penelitian menunjukkan bahwa penggunaan QRIS terbukti mempermudah proses pembayaran non-tunai, serta mendorong pelaku UMKM untuk lebih terbuka terhadap sistem transaksi digital yang modern dan akuntabel. Namun, implementasinya belum berjalan secara optimal karena terkendala oleh akses internet yang belum merata, minimnya sosialisasi, serta beban biaya MDR sebesar 0,3% yang dirasa masih memberatkan sebagian pelaku usaha. Penelitian ini merekomendasikan perlunya pemerataan infrastruktur digital, edukasi yang lebih intensif, dan penyesuaian kebijakan agar penerapan QRIS dapat berjalan lebih efektif, inklusif, dan berkelanjutan. The implementation of digital payment systems plays a crucial role in driving economic growth and transaction efficiency, particularly among Micro, Small, and Medium Enterprises (MSMEs). This study aims to analyze the implementation of QRIS among MSMEs in Bandar Lampung City and identify the obstacles encountered during its execution. The research employs a descriptive qualitative method with data collected through interviews, observations, and documentation. It refers to the public policy implementation theory by Van Meter and Van Horn, which includes six indicators: policy standards and objectives, resources, characteristics of implementing agencies, inter-organizational communication, socio-economic-political conditions, and the disposition of implementers. The findings indicate that the use of QRIS has proven to facilitate cashless payment processes and encourage MSME actors to be more receptive to modern and accountable digital transaction systems. However, its implementation has not yet run optimally due to uneven internet access, limited public outreach, and the Merchant Discount Rate (MDR) fee of 0.3%, which is still perceived as burdensome by some business owners. This study recommends the need for equitable digital infrastructure distribution, more intensive education, and policy adjustments to ensure that QRIS implementation can proceed more effectively, inclusively, and sustainably.
