Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kehadiran Timnas Israel pada FIFA World Cup U-20 tahun 2023 di Indonesia memunculkan perbedaan pandangan antara pemerintah pusat dan daerah. Pemerintah daerah khususnya pemerintah Provinsi Bali dan Jawa Tengah menolak partisipasi Timnas Israel dengan alasan solidaritas terhadap Palestina dan memegang teguh amanat konstitusi Indonesia yang anti -kolonialisme. Sedangkan pemerintah pusat berusaha memenuhi komitmen internasionalnya terhadap FIFA. Adanya keterlibatan pemerintah daerah sebagai aktor subnasional ini menunjukan bahwa aktor subnasional tidak lagi bersifat pasif, melainkan dapat menjadi kekuatan politik yang memengaruhi arah kebijakan suatu negara. Penelitian ini bertujuan untuk mendeskripsikan bentuk penolakan yang dilakukan oleh pemerintah provinsi Bali dan Jawa Tengah terhadap isu kedatangan Israel pada FIFA World Cup U-20 tahun 2023 di Indonesia serta menganalisis penolakan tersebut sebagai bentuk paradiplomasi. Penelitian ini menggunakan pendekatan kualitatif dengan analisis deskriptif. Penuli s melakukan pengumpulan data sekunder yang berasal dari buku, jurnal ilmiah, serta situs web. Konsep yang digunakan adalah konsep paradiplomasi dan subnasional. Hasil dari penelitian ini menunjukan bahwa terdapat tiga bentuk respon utama aktor subnasional: (1) aksi administratif berupa pengiriman surat langsung kepada pemerintah pusat, (2) pernyataan publik dan resmi yang menegaskan penolakan atas kehadiran Israel, serta (3) negosiasi vertikal dengan pemerintah pusat melalui mekanisme formal maupun tekanan opini publik. Ketiga bentuk tindakan ini memperlihatkan bahwa kepala daerah tidak hanya berfungsi sebagai administrator wilayah, melainkan juga sebagai aktor politik yang memiliki kapasitas untuk memengaruhi isu internasional. Kata Kunci: Penolakan, Paradiplomasi, Subnasional, Israel, FIFA, World Cup The presence of Israel’s National Team at the 2023 FIFA World Cup U-20 in Indonesia revealed differences in perspective between the central and regional governments. The regional governments of Bali and Central Java rejected the participation of the Israeli National Team, citing solidarity with Palestine and adherence to Indonesia’s constitutional mandate of anti -colonialism. In contrast, the central government sought to fulfill their international commitment to FIFA. The involvement of regional governments as subnational actors demonstrates that these actors are no longer passive entities but can serve as political forces capable of influencing the direction of national policy. This research aims to describe the forms of rejection carried out by the provincial governments of Bali and Central Java toward Israel’s participation on FIFA World Cup U-20 in Indonesia and to analyze these actions as a form of paradiplomacy. The study employs a qualitative approach with descriptive analysis. Data were collected from secondary sources, including books, academic journals, and credible online publications. The main concepts used are paradiplomacy and subnational actors. The results of this research show that there are three main forms of response from subnational actors: (1) administrative action in the form of sending letters directly to the central government, (2) public and official statements confirming rejection of Israel’s presence, and (3) vertical negotiations with the central government through formal mechanisms and pressure from public opinion. These three forms of action show that regional heads not only function as regional administrators but also as political actors who have the capacity to influence international issues.
