Pada penanganan kasus kekerasan terhadap anak, Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) Kota Bandar Lampung memiliki strategi yaitu meningkatkan layanan perlindungan dan pendampingan bagi korban, memperkuat koordinasi lintas sektor, serta melakukan upaya pencegahan melalui sosialisasi kepada masyarakat. Penelitian ini bertujuan untuk menganalisis penerapan manajemen strategis Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) Kota Bandar Lampung dalam penanganan kasus kekerasan terhadap anak berdasarkan tahapan manajemen strategis menurut Fred R. David, yaitu perumusan strategi, implementasi strategi, dan evaluasi strategi. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi terhadap pihak-pihak yang terlibat dalam penanganan kekerasan terhadap anak. Hasil penelitian menunjukkan bahwa manajemen strategis DP3A Kota Bandar Lampung dalam penanganan kekerasan terhadap anak belum efektif, karena efektivitas hanya tercapai pada tahap perumusan strategi, sedangkan tahap implementasi dan evaluasi belum berjalan optimal. Pada tahap perumusan strategi, DP3A telah berjalan efektif melalui penyusunan dokumen perencanaan strategis yang selaras dengan kebijakan nasional dan daerah serta berorientasi pada perlindungan anak. Namun, pada tahap implementasi strategi, pelaksanaan program belum mampu mencapai tujuan strategis yang ditetapkan akibat keterbatasan sumber daya manusia, sarana dan prasarana, serta belum optimalnya layanan lanjutan bagi korban. Sementara itu, pada tahap evaluasi strategi, evaluasi masih berfokus pada aspek administratif dan belum berorientasi pada pengukuran dampak strategis. This research aims to analyze the implementation of strategic management of the Bandar Lampung City Women's Empowerment and Child Protection (DP3A) Department in handling cases of violence against children based on the stages of strategic management according to Fred R. David, namely strategy formulation, strategy implementation, and strategy evaluation. This research uses a qualitative method with a descriptive approach. Data collection was carried out through interviews, observation and documentation of parties involved in handling violence against children. The research results show that the strategic management of DP3A Bandar Lampung City in handling violence against children has not been effective, because effectiveness is only achieved at the strategy formulation stage, while the implementation and evaluation stages have not run optimally. At the strategy formulation stage, DP3A has been effective through the preparation of strategic planning documents that are in line with national and regional policies and oriented towards child protection. However, at the strategy implementation stage, program implementation was not able to achieve the set strategic objectives due to limited human resources, facilities and infrastructure, as well as inadequate follow-up services for victims. Meanwhile, at the strategy evaluation stage, the evaluation still focuses on administrative aspects and is not yet oriented towards measuring strategic impacts.
