Penelitian ini menganalisis tingkat inklusivitas pelayanan kependudukan berbasis digital melalui platform Permen Manis di Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung serta mengidentifikasi faktor-faktor yang mendukung dan menghambat terwujudnya pelayanan digital yang inklusif bagi seluruh lapisan masyarakat. Penelitian ini menggunakan pendekatan kualitatif deskriptif, di mana data dikumpulkan melalui wawancara mendalam terhadap 20 informan yang terdiri dari pegawai Disdukcapil, pengguna aktif platform Permen Manis, dan warga negara offline, serta dianalisis menggunakan kerangka Relative Deprivation Theory dari Ellen J. Helsper (2017) yang mencakup tiga dimensi utama: value expectancy, legitimacy, dan capability. Hasil penelitian menunjukkan bahwa melalui Permen Manis telah memberikan kemudahan dan efisiensi bagi pengguna dengan literasi digital memadai, namun belum sepenuhnya inklusif karena kelompok rentan seperti penduduk usia lanjut, penduduk miskin, dan warga dengan keterbatasan literasi digital masih menghadapi hambatan dalam mengakses layanan secara mandiri, yang tercermin dari rendahnya aktivasi Identitas Kependudukan Digital (IKD). Penelitian ini menyimpulkan bahwa meskipun Disdukcapil telah menerapkan layanan hybrid dan pendampingan petugas sebagai faktor pendukung inklusivitas, hambatan berupa rendahnya literasi digital, keterbatasan kepemilikan perangkat dan akses internet, kompleksitas prosedur layanan, serta hambatan psikologis pengguna masih menjadi tantangan utama yang memerlukan penguatan program literasi digital terstruktur, penyederhanaan sistem, perbaikan infrastruktur, dan kebijakan afirmatif untuk mewujudkan pelayanan kependudukan digital yang benar-benar inklusif dan berkeadilan bagi seluruh warga Kota Bandar Lampung. Kata kunci: Inklusivitas, Pelayanan Digital, Kesenjangan Digital, Permen Manis, Administrasi Kependudukan This study analyzes the level of inclusiveness of digital-based population administration services through the Permen Manis platform at the Department of Population and Civil Registration of Bandar Lampung City and identifies the factors that support and hinder the realization of inclusive digital services for all segments of society. This research employs a descriptive qualitative approach, in which data were collected through in-depth interviews with 20 informants consisting of Disdukcapil employees, active users of the Permen Manis platform, and offline citizens. The data were analyzed using Ellen J. Helsper’s (2017) Relative Deprivation Theory framework, which includes three main dimensions: value expectancy, legitimacy, and capability. The findings indicate that Permen Manis has provided convenience and efficiency for users with adequate digital literacy; however, it has not yet been fully inclusive, as vulnerable groups such as the elderly, low-income residents, and citizens with limited digital literacy still face obstacles in accessing services independently, as reflected in the low activation rate of the Digital Population Identity (IKD). The study concludes that although Disdukcapil has implemented hybrid services and officer assistance as supporting factors for inclusiveness, barriers such as low digital literacy, limited device ownership and internet access, service procedure complexity, and users’ psychological barriers remain major challenges. These issues require strengthened structured digital literacy programs, system simplification, infrastructure improvement, and affirmative policies to achieve truly inclusive and equitable digital population administration services for all citizens of Bandar Lampung City.
