Provinsi Lampung merupakan salah satu daerah pengirim Pekerja Migran Indonesia (PMI) terbesar urutan ke-5 dari 38 provinsi di Indonesia. Penelitian ini bertujuan untuk menganalisis permasalahan rendahnya kepesertaan dan perpanjangan jaminan sosial ketenagakerjaan bagi PMI di Malaysia berdasarkan pelaksanaan Permenaker Nomor 4 Tahun 2023, khususnya Pasal 8, 9, dan 13, serta meninjaunya dalam perspektif good governance melalui indikator partisipasi, daya tanggap, konsensus, kesetaraan, serta efektivitas dan efisiensi. Penelitian menggunakan pendekatan kualitatif deskriptif dengan data yang diperoleh melalui wawancara, dokumentasi, dan studi literatur. Informan meliputi BP3MI Lampung, BPJS Ketenagakerjaan, Perwakilan RI di Malaysia, PMI serta keluarga PMI. Analisis data dilakukan melalui pengumpulan data, reduksi, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa secara normatif ketentuan pendaftaran, persyaratan dokumen, dan perpanjangan kepesertaan telah diatur dengan jelas dan dilaksanakan melalui koordinasi antarinstansi. Pada tahap pra penempatan, kepesertaan berjalan tertib dan terintegrasi. Namun, pada tahap perpanjangan kontrak di negara penempatan, kepesertaan belum optimal karena masih bergantung pada inisiatif dan kesadaran PMI. Ditinjau dari perspektif good governance, indikator konsensus, daya tanggap (responsivitas) dan kesetaraan berjalan cukup baik, sedangkan partisipasi, efektivitas serta efisiensi belum optimal akibat keterbatasan informasi, kapasitas administratif PMI, dan belum terintegrasinya sistem lintas negara. Penelitian ini menyimpulkan bahwa kebijakan telah memiliki dasar dan mekanisme yang memadai, namun masih memerlukan penguatan pada aspek keberlanjutan perlindungan di negara penempatan Malaysia. Lampung Province is one of the largest sending regions of Indonesian Migrant Workers (PMI), ranking fifth out of 38 provinces in Indonesia. This study aims to analyze the issue of low enrollment and renewal rates for employment social security among Indonesian migrant workers in Malaysia based on the implementation of Minister of Manpower Regulation No. 4 of 2023, specifically Articles 8, 9, and 13, and to examine them from a good governance perspective through indicators of participation, responsiveness, consensus, equity, as well as effectiveness and efficiency. This study employs a descriptive qualitative approach, with data collected through interviews, documentation, and literature review. The informants include BP3MI Lampung, BPJS Ketenagakerjaan, Indonesian representatives in Malaysia, PMI, and their families. Data analysis was conducted through data collection, data reduction, data display, and conclusion drawing. The results show that, normatively, the provisions regarding registration, document requirements, and membership renewal have been clearly regulated and implemented through inter-agency coordination. At the pre-departure stage, participation in employment social security runs systematically and is well integrated. However, at the contract renewal stage in the destination country, participation is not yet optimal as it still depends on the awareness and initiative of PMI. From a good governance perspective, the indicators of consensus, responsiveness, and equity have been relatively well implemented, while participation, effectiveness, and efficiency remain suboptimal due to limited access to information, administrative capacity of PMI, and the lack of an integrated crossborder system. This study concludes that although the policy has provided a sufficient legal basis and mechanism, further strengthening is needed, particularly in ensuring the sustainability of social security protection for PMI in the destination country.
