Abstract

Kabupaten Lampung Selatan merupakan salah satu penyumbang produksi padi terbesar di Provinsi Lampung, namun walaupun demikian fluktuasi harga beras di pasar masih sering terjadi dan kerap melampaui Harga Eceran Tertinggi (HET). Penelitian ini bertujuan untuk menganalisis strategi dari Perum Bulog dalam menjaga stabilitas harga beras di Kabupaten Lampung Selatan. Metode yang digunakan untuk penelitian ini adalah metode kualitatif dengan analisis teori strategi inti dari Richard P. Rumelt, yang terdiri dari tiga elemen: diagnosis permasalahan, kebijakan penuntun, dan tindakan koheren. Secara garis besar hasil penelitian menunjukan bahwa permasalahan penyebab ketidakstabilan harga beras di Lampung Selatan, bukan berasal dari ketersedian dan permintaan tetapi berasal dari peran tengkulak yang masih mendominasi, perilaku pedagang, dan lemahnya sistem yang ada di Bulog. Dalam hal ini strategi Bulog untuk menjaga stabilitas harga beras adalah melakukan penyerapan gabah dengan Harga Pokok Penjualan (HPP) tinggi, melakukan Inspeksi pasar, lalu menyalurkan beras bantuan pangan dan beras Stabilitas Pasokan dan Harga Pangan (SPHP) untuk mengatasi kenaikan harga. Dengan demikian, strategi tersebut mampu meredam kenaikan harga beras di Lampung Selatan, walaupun belum sepenuhnya optimal karena persiapan Bulog yang terbilang masih kurang. South Lampung Regency is one of the largest contributors to rice production in Lampung Province; however, fluctuations in rice prices in the market still frequently occur and often exceed the Maximum Retail Price (HET). This study aims to analyze the strategy of Perum Bulog in maintaining rice price stability in South Lampung Regency. The method used in this research is qualitative, employing Richard P. Rumelt's core strategy theory as the analytical tool, which consists of three elements: diagnosis of the challenge, guiding policy, and coherent actions. Broadly speaking, the results indicate that the cause of rice price instability in South Lampung does not stem from supply and demand factors, but rather from the persistent dominance of middlemen (tengkulak), market traders' behavior, and structural weaknesses within Bulog's internal system. In this context, Bulog's strategy to maintain price stability involves absorbing grain with a high Government Purchase Price (HPP), conducting market inspections, and distributing food assistance rice along with the Supply and Price Stabilization (SPHP) rice program to counter price surges. Consequently, while this strategy has been able to suppress the increase in rice prices in South Lampung, its execution remains less than optimal due to Bulog's inadequate and underdeveloped logistical preparedness.
