Abstract

Kemiskinan masih menjadi permasalahan serius di Provinsi Lampung, yang menempatkan program pemberdayaan ekonomi sebagai prioritas utama dalam agenda pembangunan daerah. Namun, bantuan modal usaha seringkali berhenti pada distribusi fisik tanpa diikuti oleh kemandirian ekonomi yang berkelanjutan bagi penerima manfaat. Penelitian ini bertujuan untuk menganalisis implementasi program Usaha Ekonomi Produktif (UEP) pada Dinas Sosial Provinsi Lampung serta mengidentifikasi faktor penghambatnya. Penelitian ini menggunakan pendekatan kualitatif dengan model implementasi Korten (1988), dengan hasil penelitian menunjukkan bahwa implementasi program UEP menunjukkan ketidaksesuaian pada beberapa dimensi utama. Meskipun bantuan alat produksi telah sesuai dengan usulan kelompok, namun terjadi ketidaksesuaian pada pola kerja Dinas Sosial yang cenderung bersifat administratif prosedural, sehingga fungsi pendampingan pasca-distribusi tidak berjalan optimal. Hambatan utama ditemukan pada keterbatasan anggaran pengawasan, sistem monitoring yang belum terintegrasi, serta kendala teknis di tingkat lapangan yang menghambat operasional kelompok usaha. Kesimpulannya, program UEP telah mencapai target distribusi fisik, namun terdapat ketidaksesuaian yang mendalam dalam menciptakan kemandirian ekonomi yang berkelanjutan bagi masyarakat. Kata Kunci: Kemandirian Ekonomi, Kesesuaian Program, Masyarakat Prasejahtera, Pemberdayaan Poverty remains a serious problem in Lampung Province, which places economic empowerment programs as a top priority in its regional development agenda. However, business capital assistance often stops at physical distribution without being followed by sustainable economic independence for the beneficiaries. This study aims to analyze the implementation of the Productive Economic Enterprise (UEP) program at the Lampung Provincial Social Service and identify the factors that hinder it. This study uses a qualitative approach with Korten's (1988) implementation model, with the results showing that the implementation of the UEP program is inconsistent in several key dimensions. Although the provision of production tools is in line with the groups' proposals, there is a mismatch with the Social Services Agency's work patterns, which tend to be administrative and procedural in nature, resulting in the post-distribution assistance function not running optimally. The main obstacles were found to be limited supervision budgets, an unintegrated monitoring system, and technical constraints at the field level that hampered the operations of the business groups. In conclusion, the UEP program has achieved its physical distribution targets, but there are deep discrepancies in creating sustainable economic independence for the community.
