Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Manajemen strategik sebagai bagian dari manajemen sekolah merupakan suatu cara dalam merencanakan tindakan agar lebih terarah dan efisien dalam hal keuangan dan implementasi program. Dalam penerapannya di sekolah manajemen strategik mencakup segi perencanaan sekolah dengan fungsi manajemen di dalamnya. Adapun tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis: 1) sistem, pembentukan Tim Pengembang Sekolah, 2) Proses penyusunan Rencana Kerja Sekolah (RKS) dan Rencana Kerja Tahunan (RKT), dan 3) implementasi RKS dan RKT. Dengan metode kualitatif deskriptif dan teknik snowball sampling, peneliti melakukan penelitian untuk mengumpulkan data-data yang diperlukan. Sehingga dengan tujuan dan metode tersebut peneliti memperoleh data-data yang berhubungan dengan sistem, pembentukan dan cara kerja Tim Pengembang sekolah, penyusunan RKS dan RKT, dan implementasi RKS dan RKT. Hasil yang diperoleh dari penelitian penyusunan RKS dan RKT yang dilakukan di SMP Negeri 8 dan SMP Negeri 22 Kota Bandar Lampung secara garis besar dapat disimpulkan sebagai berikut: setelah diadakan penelitian ternyata proses pembentukan Tim Pengembang Sekolah belum sesuai dengan prosedur yang ada dan ada perbedaan di kedua situs dalam hal personil Tim Pengembang Sekolah. Kemudian proses penyusunan RKS dan Rencana Kerja Tahunan RKT di kedua sekolah memang telah berjalan, namun masih terdapat kekurangan-kekurangan. Diantara kekurangan-kekurangan tersebut dari pelaksanaan evaluasi diri sebagai bahan pertimbangan dalam menyusun RKS dan RKT masih kurang transparan. Selanjutnya implementasi RKS dan RKT pada hakekatnya bermuara pada peningkatan kualitas pendidikan di sekolah, terutama kualitas sumberdaya manusianya. In its application at the schools in terms of strategic management include school planning with management functions in it. The objectives of this study were to describe and to analyze: 1) the system, the formation, and the way of work of School Development Team, 2) the preparation process of the School Work Plan (SWP) and the Annual Work Plan (AWP), and 3) the implementation of SWP and AWP. Descriptive qualitative method and snowball sampling technique were used to gather the necessary data that related to the system, the formation process, and the way of work of School Development Team, the preparation of SWP and AWP, and the implementation of SWP and AWP. The results of this study on the preparation of SWP and AWP conducted at Junior High School No. 8 and Junior High School No.22 Bandar Lampung City, can be broadly summarized as follows: after extensive research, reasearcher find out the process of School Development Team formation has not been working in accordance with established procedures, and there are differences in the two schools in terms of personnel School Development Team. Then the process of preparation of SWP and AWP at both schools are already underway, but there are still shortcomings. The shortcomings are caused by the implementation of self-evaluation in the schools. Self-evaluation is used for consideration in preparing SWP and AWP. In fact self evaluation done, is still less transparent. Furthermore, the implementation of SWP and AWP essentially boil down to improving the quality of education at school, particularly the quality of human resources.
