Abstract
This research is aimed to find out and describe the factors affecting inoptimal waste management system in Bandar Lampung city. The data collecting used is the observation, interview, and documentation.Based on the result and discussion there are four management function as the implementation of waste management system in Bandar Lampung, which are planning, organizing, actuating, and controlling. It can be concluded that the planning made by the Office of Waste and Landscaping of Bandar Lampung Municipal City is to restore the facility and infrastructure in managing waste and also to form a unit task or garbage city patrol in 2014. Besides it, the organizing function done in cooperation with other Public Offices in managing the waste, eventhough there has been addition contract employee, but it still not fulfilled the workload. And then, in actuating side, there is motivation building as an effort to boost up the passion in working and to do the job for the attainment of the targets.The controlling aspect that has been implemented by the Office of Waste and Landscaping of Bandar Lampung does not work optimally, owing to the fact that there are many officers who do their job unseriously. The factors affecting the garbage management system in Bandar Lampung City does not run maximally are, firstly, in the development and improving the service aspecy is still using the open dumping system (throw away the garbage directly to the Final Disposal Field) that is very injurious to good dai terms environment as well as in terms of human health. Secondly is the lack of the society role, where people’s behaviour which is very hard to be changed and lack of awaraness and care regarding environment cleanliness. The last is the absence of the act regarding waste management, where the act of municipal city or major law referred is the Act of Republic of Indonesia No. 18 Year 2008 about Garbage Management.
