CONFLICT RESOLUTION BASED ON GOOD GOVERNANCE CASE STUDY CONFLICT IN AGOM AND BALINURAGA VILLAGE SOUTH LAMPUNG REGENCY by : Hendi Renaldo Conflict in Indonesia has long suffered the complexity of its causes. It becomes a serious threat for public interest if it doesn’t manage properly. The state must be present in the process conflict resolution. Involving other elements such as civil society in the process of resolution needed to create conflict resolution that comes from awareness and participation of civil society independence (bottom up) This study aims : (a) to identify the causes of the conflict, (b) to know how the conflict prevention is constructed and (c) to offer conflict resolution model. The method used in this study is the qualitative approach with case studies. The data collected by using interview, documentation, and observation. The results show causes of conflict are relation resistance state and local residents, stereotype issue, juvenile delinquency and failure of negotiation. Moreover prevention of the conflict from local government and security forces are still repressive with top down pattern that not able to stop the conflict that culminate violence. Prevention after conflict violence resulted on peace charter and formed Rembug Pekon Program that still has weaknesses such as lack of legal awareness in society, unability to give a win-win solution of the problem in self society and lack of security personnel on prevention and resolution of the conflicts This study recommends of the need for strengthening institutional capacity building of conflict resolution in the local community especially on Rembug Pekon program through community empowerment so that they can be participate in conflict resolution. Moreover creation activator agent to overcome lack of security personnel for conflict resolution are also needed as well as. Social investment as the foundation of mindset and behaviors that are effective empowerment to do. It become a set of model offered by researcher for conflict resolution based on public awareness. Keywords : Conflict, Conflict Resolution Model, Good Governance RESOLUSI KONFLIK BERBASIS GOOD GOVERNANCE STUDI KASUS KONFLIK DESA AGOM DAN DESA BALINURAGA KABUPATEN LAMPUNG SELATAN Oleh : Hendi Renaldo Konflik di Indonesia semakin lama mengalami kompleksitas penyebab. Keadaan tersebut menjadi ancaman serius bagi kepentingan publik apabila konflik tersebut tidak dikelola dengan baik. Negara harus hadir dalam proses resolusi konflik. Ketrlibatan elemen lain seperti masyarakat sipil dalam proses resolusi sangat dibutuhkan demi mewujudkan resolusi konflik yang bersumber dari kesadaran partisipasi dan kemandirian masyarakat sipil (bottom up) Penelitian ini bertujuan untuk : (a) menemukan penyebab terjadinya Konflik (b) mengetahui bagaimana penanggulangan konflik yang dilakukan (c) mencoba memberikan sebuah tawaran model resolusi konflik. Metode yang digunakan dalam penelitian ini adalah dengan pendekatan kualitatif dengan jenis studi kasus. Pengambilan data dilakukan melalui wawancara, studi dokumentasi dan observasi. Hasil penelitian menunjukan penyebab konflik adalah terjadinya resistensi hubungan negara dan masyarakat lokal, isu kesukuan, kenakalan remaja dan kegagalan negoisasi. Selain itu penanggulangan konflik yang dilakukan aparat beserta pemerintah saat terjadinya konflik masih bersifat represif dengan pola top down yang faktanya tidak mampu menghentikan konflik yang berujung kekerasan. Penanggulangan pasca konflik kekerasan juga menghasilkan piagam perdamaian dan pembuatan program rembug pekon yang masih memiliki kelemahan seperti lemahnya kesadaran hukum dan kemampuan peneyelesaian masalah secara swadaya di masyarakat hingga kurangnya aparat keamanan dalam pencegahan dan penyelesaian konflik Penelitian ini merekomendasikan perlunya penguatan kapasitas dan kelembagaan resolusi konflik masyarakat lokal khususnya pada program rembug pekon melalui pemberdayaan masyarakat sehingga mampu berpartisipasi dalam penaggulangan konflik. Selain itu penciptaan agen penggerak untuk mengatasi kurangnya aparat keamanan dalam penyelesaian konflik juga dibutuhkan lalu investasi sosial sebagai pondasi pola pikir dan prilaku agar pemberdayaan yang dilakukan berjalan efektif. Ketiga rekomendasi tersebut menjadi seperangkat model yang ditawarkan peneliti untuk resolusi konflik yang berbasis kesadaran masyarakat Kata Kunci : Konflik, Model Resolusi Konflik, Good Governance
