Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Order and security is always problem encountered by developing area, including the City of Bandar Lampung. Violations of the security and order is generally done by street vendors (PKL) who sell on the sidewalks and the road. Minimize these circumstances then the implementation of the control and the maintenance of order made by a civil service of public units (Satpol PP) of Bandar Lampung. Fact happened, still many street vendors was invented keep sales and back again sell in a forbidden place. The research and discussions show that the quality of professionalism or professionality hasn’t wholly owned. It was retrieved from the attitude shown by some members of the civil service of public unit (Satpol PP) of Bandar Lampung that hasn’t been fully to do the execution and guardianship order with responsibility, independence and equitable. The condition was motivated by several factors inhibiting both internal and external of Satpol PP, Among others: (a) the minimum wage earned by members when compared to the weight of the work, (b) lack of human resources, facilities and infrastructure tasks, (c) low awareness of the work; (d) Bandar Lampung City Government policies that relocate street vendors place that is not strategic; (e) the resistance against the arrogance of the street vendors of Pol PP members in the discipline. The study recommends several things, among others: (a) creating employment rules, gives a penalties for who violate to discipline the performance of the members; (b) improvement the quality and quantity by providing skills trainings and work motivation; (c) government the city of bandar lampung must be resolute and clear in conveying information places that prohibited and permitted into selling; (d) government the city of bandar lampung must be gives a real solutions the form of strategic relocation place and free for small traders; (e) government the city of Bandar Lampung should fix any shortcomings resources, facilities and infrastructures as well as an increase in wages for the Satpol PP of Bandar Lampung. Keywords : Order, Professionality, Profession Ethics Ketertiban dan keamanan merupakan permasalahan yang selalu dihadapi oleh daerah berkembang, termasuk Kota Bandar Lampung. Pelanggaran ketertiban dan keamanan umumnya dilakukan oleh pedagang kaki lima (PKL) yang berjualan diatas trotoar maupun badan jalan. Meminimalisir keadaan tersebut maka pelaksanaan penertiban dan penjagaan ketertiban dilakukan oleh Satuan Polisi Pamong Praja (Satpol PP) Kota Bandar Lampung. Kenyataan yang terjadi, masih banyak ditemukannya PKL yang tetap berjualan dan kembali lagi berjualan ditempat yang dilarang. Hasil penelitian dan pembahasan menunjukkan bahwa kualitas keprofesionalan atau profesionalitas belum dimiliki sepenuhnya. Hal tersebut diperoleh dari sikap yang ditunjukkan oleh beberapa anggota Satpol PP Kota Bandar Lampung yang belum sepenuhnya melakukan pelaksanaan dan penjagaan ketertiban dengan bertanggung jawab, berkebebasan dan berkeadilan. Kondisi tersebut dilatarbelakangi oleh beberapa faktor penghambat baik dari internal maupun eksternal Satpol PP, antara lain: (a) upah minim yang diperoleh para anggota bila dibandingkan dengan bobot kerja; (b) minimnya sumberdaya manusia, sarana dan prasarana penunjang tugas; (c) kesadaran kerja yang rendah; (d) kebijakan Pemkot Bandar Lampung yang merelokasi PKL ditempat yang tidak strategis; (e) adanya perlawanan dari PKL terhadap sikap arogansi dari anggota Pol PP dalam menertibkan. Penelitian ini merekomendasikan beberapa hal, antara lain: (a) menciptakan aturan-aturan kerja, memberikan hukuman bagi yang melanggar untuk mendisiplinkan kinerja para anggota; (b) peningkatan kualitas dan kuantitas dengan memberikan pelatihan-pelatihan kemampuan dan motifasi kerja; (c) Pemkot Bandar Lampung harus tegas dan jelas dalam menyampaikan informasi tempat-tempat yang dilarang dan diperbolehkan dalam berjualan; (d) Pemkot Bandar Lampung harus memberikan solusi nyata berupa tempat relokasi strategis dan gratis bagi para pedagang kecil; (e) Pemkot Bandar Lampung harus membenahi segala kekurangan sumberdaya, sarana dan prasarana kerja serta peningkatan upah bagi Satpol PP Kota Bandar Lampung.
