Abstract
Abstrak Aksesibilitas sangat berkaitan dengan transportasi publik yaitu merupakan sarana dalam memajukan kesejahteraan ekonomi masyarakat, menciptakan dan meningkatkan derajat ekonomi, dan juga merupakan sektor pendahulu dari sektor lain. Karena itu, penyandang disabilitas juga berhak mendapat pelayanan yang sama terhadap transportasi publik sebagai upaya untuk mewujudkan kesamaan, kesetaraan warga negara serta peningkatan peran penyandang disabilitas. Penelitian ini bertujuan untuk menganalisis akses penyandang disabilitas serta peran Dinas Perhubungan Kota Bandar Lampung dan PT. Trans Bandar Lampung pada Bus Rapid Transit di Kota Bandar Lampung dan juga untuk menganalisis kendala internal dan eksternal terhambatnya akses tersebut. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang dilaksanakan melalui wawancara, observasi, dan dokumentasi. Kesimpulan dari penelitian ini adalah aksesibilitas penyandang disabilitas pada Bus Rapid Transit Trans Bandar Lampung tidak aksesibel. Dinas Perhubungan dan PT. Trans Bandar Lampung sebagai pihak yang menyediakan layanan transportasi publik ini tidak berperan aktif dalam menunjang aksesibilitas penyandang disabilitas. Kendala yang dihadapi meliputi kendala internal dan kendala eksternal. Kendala internal yang dialami yaitu rancangan BRT yang tidak sesuai dengan ITDP (Institute for Transportation and Development Policy), banyaknya permasalahan internal manjemen BRT, serta kurangnya koordinasi antara Dinas Perhubungan dengan PT. Trans Bandar Lampung. Kendala eksternal yang diadapi ialah: minimnya perhatian dari pemerintah daerah, minimnya advokasi LSM penyandang disabilitas, serta minimnya kesadaran dan pengetahuan penyandang disabilitas. Kata kunci: aksesibilitas, penyandang disabilitas, pelayanan transportasi publik. ABSTRACT Accessibility is strongly related to public transport that means to advancing economic welfare of society, creating and improving economics degree, and also as a leading sector for other sectors. Therefore, disabled persons reserve the right to have equal service in public transportation as an effort to realize the similarity, equality and increasing the citizen’s role of disabled persons. This study is aim to analyze the access to disabled persons, role of Department of Transportation of Bandar Lampung and PT Trans Bandar Lampung on Bus Rapid Transit in Bandar Lampung City and also to analyze the internal and external factor of inhibition access. This study used a descriptive research with qualitative approach conducted through interviews, observation, and documentation. The conclusion of this study is the accessibility of disabled persons on the Bus Rapid Transit Trans Bandar Lampung are still inaccessible. Department of Transportation and PT. Trans Bandar Lampung as those who provides public transportation services is not being active role in supporting the accessibility of disabled persons. Obstacles encountered include internal constraints and external constraints. The internal constraints are BRT design is not compatible with ITDP (Institute for Transportation and Development Policy), many internal problems of BRT management, as well as lack of coordination between Department of Transportations and PT. Trans Bandar Lampung. The external constraints are: lack of attention from the local government, the lack of advocacy NGOs of disabled person. And, the lack of awareness and knowledge of disabled persons. Keywords: accessibility, disabled person, public transportation services
