Abstrak Pengawas sekolah adalah pegawai negeri sipil yang diberi tugas, wewenang, dan tanggung jawab secara penuh oleh pejabat berwenang untuk melakukan penilaian dan pembinaan dari segi teknis pendidikan dan administrasi pada satuan pendidikan pra sekolah, sekolah dasar, dan sekolah menengah. Pengawas diangkat oleh pejabat yang berwenang sesuai dengan Undang-Undang Republik Indonesia No. 20 Tahun 2003 tentang Sistem Pendidikan Nasional,Peraturan Pemerintah Nomor 16 Tahun 1994 tentang jabatan Fungsional Pegawai Negeri Sipil, dan Peraturan Menteri Negara Pendayagunaan Aparatur Negara Dan Reformasi Birokrasi Nomor: 21 Tahun 2010 Tentang Jabatan fungsional Pengawas Sekolah Dan Angka Kreditnya, Perda Kabupaten Lampung Tengah No 12 Tahun 2004 tentang Pembentukan, Satuan dan Tata Kerja Organisasi Daerah. Tugas pokok pengawas sekolah/satuan pendidikan adalah melakukan penilaian dan pembinaan dengan melaksanakan fungsi-fungsi supervisi, baik supervisi akademik maupun supervisi manajerial. Adapun permasalahan dalam penelitian ini adalah Bagaimanakah Pengawasan Penilik Sekolah terhadap disiplin guru Sekolah Dasar Negeri, Apa sajakah faktor-faktor yang menghambat kinerja pengawas sekolah terhadap disiplin guru Sekolah Dasar Negeri, dan Bagaimana Upaya-upaya yang dilakukan Penilik Sekolah Untuk Meningkatkan Mutu guru pegawai negeri sipil. Tujuan Penelitian ini adalah untuk mengetahui tugas Pengawasan penilik sekolah terhadap disiplin Guru Sekolah Dasar Negeri di Kampung Terbanggi Subing, mengentahui faktor-faktor penghambat kinerja penilik sekolah dan upaya-upaya apa saja yang dilakukan Penilik Sekolah untuk meningkatkan mutu guru pegawai negeri sipil di Kampung Terbanggi Subing. Metode pendekatan yang dipakai dalam penelitian ini adalah pendekatan yuridis normatif dan pendekatan yuridis empiris. Adapun sumber data dalam penelitian yaitu Data primer Heri Rukmana merupakan data yang diperoleh langsung di lokasi penelitian yang berupa keteranganketerangan dan penjelasan-penjelasan yang terkait penelitian ini sedangkan Data sekunder adalah data yang diperoleh melalui penelitian pustaka yang terdiri dari literatur dan peraturan-peraturan hukum. Data hukum sekunder terdiri dari bahan hukum primer dan bahan hukum sekunder. Analisis data yang dipergunakan dalam penelitian adalah analisis secara kualitatif, yaitu analisis cara mengkonstruksi dalam bentuk uraian kalimat tersusun secara sistematis sesuai dengan pokok bahasan dalam penelitian ini, sehingga diperoleh gambaran secara lengkap dan pada akhirnya dapat ditarik kesimpulan. Dalam hal ini peneliti menarik kesimpulan dalam penelitian ini bahwa pengawasan penilik sekolah di kampung terbanggi subing masih kurang efektif dan Pengawas sekolah harus lebih meningkatkan kualitas pengawasanya agar dapat menciptakan proses pendidikan di sekolah binaan yang kondusif. Jika Fungsi Pengawasan Penilik Sekolah ini dapat dilaksanakan secara efektif pasti akan lebih mendukung tercapainya Standar Nasional Pendidikan. Peneliti juga memberikan saran agar sebaiknya Dinas Pendidikan Kabupaten Lampung Tengah hendaknya menambah dan memperhatikan tunjangan-tunjangan fungsional untuk para Pengawas Satuan Pendidikan/Pengawas Sekolah dan guru, dan memperjelas promosi jabatan atau jenjang karir. Anggaran untuk Penilik harus jelas, rekruitmen penilik sekolah dan guru harus sesuai standar nasional pendidikan, bukan dijadikan formalitas. Abstract School inspectors are civil servants who were given the assignment, authority and responsibility in full by the competent authorities to conduct assessments and technical guidance in terms of education and administration at the unit preschool education, primaryand secondary schools. Trustees appointed by the competent authority in accordance withthe Law of the Republic of Indonesia No. 20 of 2003 on National Education System, Government Regulation No. 16 of 1994 on Civil Servants Functional office, and PERMENPAN No. 21 Of 2010 on the post Functional School Supervisors and Score Credit, Central Lampung District Regulation No. 12 of 2004 on the establishment, Unitsand Procedures Regional Organisation of work. The main tasks of the school superintendent /education unit is to conduct assessments and guidance to carryout the functions of supervision, supervision of both academic and managerial supervision. The problem in this study were school inspectors Supervision How to discipline Elementary School teacher, What are the factors that hinder the performance of the superintendent of the State Primary School teacher discipline, and What efforts undertaken Schools ToImprove Quality inspectors civil service teachers. The purpose of this study was to determine the duty to discipline schools superintendent Supervision Elementary SchoolTeachers in the village Terbanggi Subing, mengentahui factors inhibiting the performance of the superintendent and any efforts made to improve the quality of school inspectors civil service teachers in the village Terbanggi Subing. From the approach used in this study is the approach of juridical normative juridical andempirical approaches. The sources of data in the study of primary data is data obtaineddirectly at the sites in the form of descriptions and explanations related to this study whilesecondary data is data obtained through the research library consisting of literature andlegal regulations. The data consists of the secondary law of primary legal materials and secondary legal materials. Analysis of data used in this study is a qualitative analysis, the analysis in the form of a description of how to construct sentences are systematically arranged according to subjects in this study, in order to obtain a complete picture and can eventually be deduced. In this case the researchers conclude in this study that the supervision of superintendent of schools in the village terbanggi subing still less effective and Supervisors should further improve the quality of schools in order to create a process surveillance education intarget schools that are conducive. If a school inspector oversight function can beimplemented more effectively bound to support the achievement of National Education Standards. Researchers should also provide advice to the District Education Office and the Central Lampung should increase attention to thefunctional benefits for the Supervisory Unit Education / School Supervisors and teachers, and clarify the position or careerpromotion. The budget for the inspectors to be clear, the school superintendent and teacher recruitment should be national standards of education, not be a formality.
