Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Tujuan dari penelitian untuk mendapatkan kondisi pelayanan publik sektor pendidikan di Kota Bandar Lampung. Metode penelitian yang digunakan dalam penulisan ini bersifat normatif, dan pendekatan empiris. Data yang digunakan adalah data sekunder dan data primer. Analisis data menggunakan analisis kualitatif. Hasil penelitian: Penerapan prinsip transparansi, dalam pelakasanaan pelayanan publik bidang pendidikan di Kota Bandar Lampung bahwa Sekolah SDN 2 Labuhan Ratu dan SDN 3 Gunung Terang sudah lebih transparan dalam menyampaikan kebijakan sesuai aturan-aturan, ketentuan-ketentuan yang berlaku yang berkaitan dengan pelaksanaan pendidikan di Kota Bandar Lampung. Adanya komitmen untuk meningkatkan derajat pendidikan masyarakat yang di dasarkan pada prinsip partisipasi masyarakat dalam pelakasanaan pelayanan publik bidang pendidikan bahwa SDN 2 Labuhan Ratu dan SDN 3 Gunung Terang memberikan dan membuka kesempatan kepada orang tua murid untuk dapat memberikan partisipasi dalam pelaksanaan proses belajar mengajar di sekolah yang berkaitan dengan pelaksanaan pendidikan. Pada Dinas Pendidikan Kota Bandar Lampung terdapat dua sumber anggaran kegiatan, yaitu Anggaran Dekonsentrasi dari dana APBN dan Anggaran yang berasal dari APBD yang di wujudkan dalam bentuk akuntabilitas pada Dinas Pendidikan Kota Bandar Lampung melalui mekanisme administratif, keuangan, dan ekstra administratif. Rekomendasi: Kebijakan atau Program Dana BOS perlu untuk dilanjutkan dalam rangka menyukseskan pemerataan pendidikan Wajib Belajar Pendidikan Dasar 9 tahun di Indonesia dengan mengacu pada kebijakan pelaksanaan program dana BOS disertai dengan pengawasan yang efektif dan efisien dengan melibatkan partisipasi publik melalui suatu pembentukan komite sekolah dan pelaksanaan program dana BOS harus memperhitungkan dana berkeadilan. Para pelaku pendidikan atau pihak lembaga pendidikan untuk bisa kooperatif dan terbuka, asas tranparansi dan akuntabilitas harus dijadikan patokan dalam pengelolaan dana BOS. Kepada pemangku kebijakan untuk tetap mengkaji dan mengevaluasi kbijakan yang dikeluarkan, termasuk efektifitas pengelolaan dana BOS. Kata Kunci: Pelayananan Publik, Pendidikan Abstrak Bahasa Inggris ABSTRACT The aim of the research to obtain the education sector provision of public services in the of Bandar Lampung city. The research method used in this paper are normative and empirical approach. The data used is secondary data and primary data. Analysis of data using qualitative analysis. Result: The application of the principles of transparency, in exercising their public services in education in the of Bandar Lampung city that SDN 2 Labuhan Ratu and SDN 3 Gunung Terang is more transparent in the appropriate policy rules, applicable provisions related to the implementation of education in Bandar Lampung. The commitment to increase the degree of public education which is based on the principle of public participation in exercising their public service education that SDN 2 Labuhan Ratu and SDN 3 Gunung Terang gives and provides opportunities for parents to be able to provide participation in the implementation of teaching and learning in schools relating to the implementation of education. At Bandar Lampung City Department of Education, there are two sources of budget activities, namely Articles Deconsentration from the state budget and budget funds are derived from the budget which is embodied in the form of accountability in Bandar Lampung City Department of Education through the mechanism of administrative, financial and administrative extras. Recommendation: Policies or Program BOS funds need to be continued in order to succeed equity of education Compulsory Basic Education 9 years in Indonesia with reference to the implementation of the policy program of BOS funds accompanied by effective monitoring and efficient by involving the public through a school committee formation and implementation of the program BOS funds should take into account the equitable funding. The perpetrators of education or the educational institution to be cooperative and open, the principles of transparency and accountability should be used as a benchmark in the management of BOS funds. The stakeholders to continue to assess and evaluate kbijakan issued, including the effectiveness of the management of BOS funds. Keywords: public services delivery, Education
