Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Abstrak Bahasa Indonesia Penelitian dilakukan untuk mengevaluasi dampak dari program KB bagi Keluarga Pra Sejahtera (KPS) dan Keluarga Sejahtera 1 (KS-1). Dalam mengevaluasi dampak dari program ini, peneliti menggunakan teori evaluasi dampak atau evaluasi sumatif dengan metode evaluasi dampak milik Rossi and Freeman, kemudian menggunakan teori faktor-faktor kegagalan dampak milik Anderson serta beberapa tori penunjang lainnya. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini dilakukan di Badan Koordinasi Keluarga Berencana dan Pemberdayaan Perempuan (BKKB-PP) Kota Bandar Lampung. Program KB bagi KPS dan KS-I memiliki sasaran/outcome “terkendalinya pertumbuhan penduduk dan meningkatnya keluarga kecil berkualitas“. Berdasarkan pada penelitian yang telah dilakukan maka dapat disimpulkan bahwa program KB bagi KPS dan KS-I gagal menghasilkan dampak yang diinginkan. Hal itu disebabkan beberapa faktor. 1) masalah publik yang sulit diselesaikan yaitu adanya rumor mengenai jenis KB tertentu. 2) sumber daya yang tidak memadai, 3) cara implementasi yang tidak tepat 4) timbulnya masalah baru sehingga mendorong pengalihan perhatian dan tindakan, seperti program Jampersal yang bertolakbelakang dengan pogram KB. 5) tidak berjalannya usaha-usaha peningkatan perekonomian keluarga seperti UPPKS 6) masalah publik sering disebabkan banyak faktor tetapi kebijakan yang dibuat hanya mengatasi satu faktor saja. Selain itu, Program KB bagi KPS dan KS-I menghasilkan dampak tidak diinginkan. Untuk itu BKKB-PP harus meningkatkan KIE dalam bentuk sosialisasi yang lebih luas lagi, terutama bagi KPS dan KS-I. Selain itu, diperlukan adanya peningkatan kualitas dan kuantitas SDM, penambahan sarana informasi, serta pelayanan KB sesuai dengan standar dan prosedur yang ada. In evaluating the impact of this program, researchers using the theory of impact evaluation or summative evaluation of the impact evaluation method Rossi and Freeman, then using the theory of impact factors of failure belonging to Anderson and some other supporting tori. This research is a descriptive study with qualitative approach. This research was conducted at the Family Planning Board and the Empowerment of Women (BKKB-PP) in Bandar Lampung. Planning program for KPS and KS-I have goals/outcome “uncontrolled population growth and increasing quality small family”. Based on the research that has been done, it can be concluded that the program for KPS and KS-I failed to make an impact to the target group. This was due to several factors. 1) public issue difficult to resolve, namely the existence of rumors about certain types of birth control. 2) inadequate resources, 3) implementation improper manner 4) the emergence of new issues so as to encourage diversion of attention and action, such as Jampersal program that contradicts the pogram KB. 5) the ineffectiveness of efforts to increase the family's income as UPPKS 6) public problems are often caused by many factors but the policy made only addressing one factor alone. In addition, KB program for KPS and KS-I produces undesirable effects. For that BKKB-PP should improve IEC in the form of wider dissemination, especially for KPS and KS-I. In addition, it is necessary to improve the quality and quantity of human resources, the improvement of information, as well as family planning services in accordance with existing standards and procedures.
