IMPLEMENTATION OF GOOD GOVERNANCE PRINCIPLES IN THE PROCUREMENT OF GOODS AND SERVICES IN EQUIPMENT SECRETARIAT OF PRINGSEWU REGENCY (Study On Procurement Of Television Year 2013) By RODI HAYANI SAMSUN Procurement of goods and services by government basically aims to improve the welfare of the community, should be carried out with reference to the principles of good governance, but in reality it is often overlooked and of corruption. The purpose of this study is to analyze the implementation of good governance principles in the procurement of goods and Services in Equipment Secretariat of Pringsewu Regency This study uses qualitative research types, with the parties taking part informant Equipment Pringsewu District Secretariat and auction participants. Data was collected by interviews and documentation. Data were then analyzed qualitatively through the stages of data reduction, data display and conclusion. The results of this study indicate that the implementation of good governance principles in the procurement of goods and Services in Equipment Secretariat of Pringsewu Regency Year 2013, the implemented: (1) The principle of legal certainty (rule of law), namely the existence of a legal framework in the form of television procurement Presidential Regulation Number 70 of 2012 on the Second Amendment of Presidential Regulation No. 54 year 2010 on the Procurement of Goods / Services regulate the procedures for Procurement of Goods / Services. The implementation of the principle of legal certainty is required in all stages of the procurement television followed by the counterparty, the process of determining the winner and the winner of the appointment, which legitimized the determination letter by the Committing Officer so that the winning bidder has a strong legal basis for carrying out the procurement of the television (2) The principle of transparency, procurement television the year 2013 carried openly through an open tender process to be accessible to the general public, ranging from the announcement and the step of determining the winner. The values developed is efficient, effective, open, competitive, transparent, fair/non discriminatory and accountable. Keywords: Implementation, Good Governance, Goods and Services IMPLEMENTASI PRINSIP-PRINSIP GOOD GOVERNANCE DALAM PENGADAAN BARANG DAN JASA PADA BAGIAN PERLENGKAPAN SEKRETARIAT DAERAH KABUPATEN PRINGSEWU (Studi Tentang Pengadaan Televisi Tahun Anggaran 2013) Oleh RODI HAYANI SAMSUN Pengadaan barang dan jasa oleh pemerintah pada dasarnya bertujuan untuk meningkatkan kesejahteraan masyarakat, seharusnya dilaksanakan dengan mengacu pada prinsip tata kelola pemerintahan yang baik, tetapi pada kenyataannya hal tersebut seringkali diabaikan dan terjadi tindak pidana korupsi. Tujuan dari penelitian ini adalah untuk menganalisis implementasi prinsip-prinsip good governance dalam pengadaan barang dan jasa pada Bagian Perlengkapan Sekretariat Daerah Kabupaten Pringsewu. Penelitian ini menggunakan tipe penelitian kualitatif, dengan mengambil informan yaitu pihak Bagian Perlengkapan Sekretariat Daerah Kabupaten Pringsewu dan Peserta lelang. Pengumpulan data dilakukan dengan wawancara dan dokumentasi. Data selanjutnya dianalisis secara kualitatif melalui tahapan reduksi data, display data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa prinsip-prinsip good governance dalam pengadaan televisi pada Bagian Perlengkapan Sekretariat Daerah Kabupaten Pringsewu Tahun Anggaran 2013, diimplementasikan: (1) Prinsip kepastian hukum (rule of law), yaitu adanya kerangka hukum dalam pelaksanaan pengadaan televisi berupa Peraturan Presiden Nomor 70 tahun 2012 tentang Perubahan Kedua Peraturan Presiden Nomor 54 Tahun 2010 tentang Pengadaan Barang/Jasa Pemerintah mengatur tentang tata cara Pengadaan Barang/Jasa Pemerintah. Pada pelaksanaannya prinsip kepastian hukum ini diterapkan dalam seluruh tahap pengadaan televisi yang diikuti oleh rekanan, proses penetapan pemenang dan penunjukan pemenang, yang dilegitimasi surat penetapan oleh Pejabat Pembuat Komitmen sehingga pemenang tender memiliki dasar hukum yang kuat untuk melaksanakan pengadaan televisi tersebut . (2) Prinsip transparansi (transparancy), yaitu pengadaan televisi Tahun Anggaran 2013 dilaksanakan secara terbuka melalui proses pelelangan yang terbuka untuk umum dapat diakses oleh masyarakat luas, mulai dari proses pengumuman sampai dengan tahap penentuan pemenang. Nilai-nilai yang dikembangkan adalah efisien, efektif, terbuka dan bersaing, transparan, adil/tidak diskriminatif dan akuntabel. Kata Kunci: Implementasi, Good Governance, Barang dan Jasa
