Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Abstrak Pada pelaksanaan tunjangan profesi, tidak dipungkiri bahwa guru agama yang mengajar di sekolah umum sering mengalami kesulitan dalam proses sertifikasi. Sertifikasi guru dinyatakan dalam Pasal 8 Undang-Undang Nomor 14 Tahun 2005 tentang guru dan dosen bahwa guru harus memiliki kualifikasi akademik, kompetensi, sertifikat pendidik, sehat jasmani dan rohani. Sebagai bentuk implementasi kebijakan sertifikasi, tahun 2006 sampai sekarang dilaksanakan sertifikasi guru dalam jabatan. Sistem sertifikasi terbaru sejak tahun 2011 adalah melalui penilaian portofolio dan Pendidikan dan Pelatihan Profesi Guru (PLPG). Permasalahan dalam penelitian ini adalah bagaimana pelaksanaan pemberian tunjangan profesi terhadap guru agama oleh Kementerian Agama Kota Bandar Lampung dan apa saja faktor penghambat pelaksanaan pemberian tunjangan profesi terhadap guru gama oleh Kementerian Agama Kota Bandar Lampung tersebut. Metode yang digunakan dalam penelitian ini adalah melalui pendekatan normatif dan pendekatan empiris. Hasil penelitian menunjukkan bahwa: pelaksanaan tunjangan profesi terhadap guru agama oleh Kementerian Agama Kota Bandar Lampung, yaitu: 1) pelaksanaan melalui portofolio dengan urutan: Staf Mapenda Kemenag menerima usulan daftar nama guru agama dari pihak sekolah, menginformasikan calon peserta, melakukan seleksi berkas, dan terakhir dengan tes portofolio tersebut. 2) pelaksanaan melalui PLPG. Setelah itu melakukan tindak lanjut bagi peserta yang tidak lulus dan diskualifikasi. Faktor penghambat yang dialami Kementerian Agama Kota Bandar Lampung dalam pelaksanaan pemberian tunjangan profesi adalah faktor dari guru yang kurang kooperatif atau kurangnya pemahaman guru dalam penyusunan portofolio, faktor adanya mutasi guru, faktor perbedaan pendapat antara staf, dan dana yang tersendat dari pusat sehingga berakibat pada mundurnya jadwal pelaksanaan pemberian tunjangan profesi. Abstract In the implementation of giving profession benefit, for religion teachers who teach in government schools have some difficulties in certification process. Teacher sertification is stated in Clause 8 Constitution No. 14 2005 about teachers and lecturers, that teachers must have academic qualification, competence, educator’s sertification, healthy in physically and spiritually. As the implementation of teacher sertification, in 2006 until now the implementation of teacher sertification in profession. The latest system of sertification since 2011 is taking portofolio evaluation and teacher training and education (PLPG). The problem of this research is how the implementation of giving the profession benefit to religion teachers by The Ministry of Religion, Bandar Lampung. And the factor of the implementation of giving the profession benefit to religion teachers by The Ministry of Religion, Bandar Lampung. The methods use in this research is Normative approach and Empiric approach. The result of this research showed: the implementation of giving the profession benefit to religion teachers by The Ministry of Religion, Bandar Lampung is 1) the implementation taking portofolio with chronology: officer of Mapenda The Ministry of Religion, Bandar Lampung receive religion teachers name list proposal of religion from school board, give the information to the participants, select the files, and last with taking the fortofolio. 2) the implementation through the teacher training and education. Then, to do futher act to failed participants and diskualified participants. Factor faced by The Ministry of Religion, Bandar Lampung in the implementation of giving the profession benefit to the religion teacher is uncooperative teachers (the less understanding of teacher in making portofolio), factor the mutation of teacher, there is the different oppinion in the officer Mapenda, and the fund trouble from govenment makes the late of giving the profession teacher benefit.
