Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Provinsi Lampung merupakan salah satu provinsi yang berkembang maju pesat dalam pembangunan, dengan Kota Bandar Lampung sebagai ibukota provinsinya. Perkembangan yang bermobilisasi di pusat pemerintahan ini menyebabkan banyak permasalahan yang muncul khususnya mengenai pemerataan pembangunan dan pertumbuhan ekonomi masyarakat. Mengacu pada permasalahan tersebut Pemerintah Daerah Provinsi Lampung mengeluarkan kebijakan penataan ruang dan wilayah dengan pemindahan pusat pemerintahan Provinsi Lampung ke Kecamatan Jati Agung Kabupaten Lampung Selatan. Dalam pelaksanaanya justru terdapat permasalahan-permasalahan baru yang muncul yang menjadi perbincangan hangat di masyarakat. Menganalisis kebijakan ini patut dilakukan untuk mengetahui nilai efektivitas dan efisiensi dari kebijakan tersebut. Penelitian ini dilakukan di instansi-instansi terkait kebijakan ini yaitu Kantor Pemerintahan Provinsi Lampung, DPRD Provinsi Lampung, Bappeda Provinsi Lampung, dan Badan Pengelola Kota Baru Lampung. Tujuan dari penelitian ini adalah untuk menganilisis proses perumusan dan penyusunan kebijakan, mengetahui alasan dan nilai yang menjadi dasar pertimbangan kebijakan tersebut. Penelitian ini menggunakan metode deskriptif dengan data kualitatif. Data diperoleh dari wawancara, observasi dan studi dokumentasi. Berdasarkan hasil penelitian dan disandingkan dengan tahapan model rasional komprehensif dalam kebijakan publik, dapat disimpulkan bahwa proses perumusan rancangan peraturan daerah ini tidak ideal dan dapat dikategorikan kedalam model kelembagaan. Ini disebabkan ide/gagasan berasal dari inisiatif gubernur terdahulu Bpk. Sjachroedin ZP dan tidak adanya alternatif-alternatif lain dalam proses pemecahan masalah, sehingga tidak ada pembanding untuk menentukan atau memilih alternatif yang terbaik. Dalam proses perumusan kebijakan, pembuat kebijakan juga dinilai kurang teliti dan cermat dalam menentukan alternatif pemecahan masalah, baik dari segi biaya, waktu ataupun sebab-akibat yang akan dimunculkan dari kebijakan tersebut. Ini dibuktikan pada perkembangannya, kebijakan pembangunan Kota Baru Lampung ini dihentikan untuk sementara oleh gubernur Lampung M. Ridho Ficardo sampai waktu yang belum ditentukan. Perlu ada alasan-alasan yang rasional untuk menilai apakah sebuah program pembangunan itu layak dilanjutkan atau tidak. Harus dipahami sebuah kebijakan mengandung risiko untuk gagal karena berbagai faktor. Tetapi, sepanjang kebijakan tersebut dari sudut pandang kapasitas implementasi memungkinkan untuk dilaksanakan, memiliki tujuan bernilai menguntungkan kepentingan publik, dan mampu mengatasi dan mengantisipasi perubahan yang akan terjadi di masa yang akan datang, maka tidak ada alasan untuk tidak dilanjutkan. Kata kunci: Analisis Proses, Perumusan Kebijakan Pubik, Pengembangan Wilayah ABSTRACT Province of Lampung is one of province was develop in a city planning, Bandar Lampung as a province central city. A develop which mobilize in a central government makes many problems especially about building’s average and economics’ society growth. Referring to those problems a local government province of Lampung given a policy structuring of lay out and provincial area in a change of central government from Province of Lampung to Jati Agung South Lampung. In an execution, there are many problems that become hot issue in the society. Make an analysis of this policy to know a value of effectiveness and efficiency of that policy. This research was conducted at an instance which concerned with the policy that is government office province of Lampung, DPRD province of Lampung, Bappeda Province of Lampung, and organizer board of Kota Baru Lampung. The purpose of this research is to analysis a formulation process and arranged a policy, to know the reason and the value of base consideration policy. This research used descriptive qualitative research. In qualitative research, the data were collected from interviewed, observation, and documentation study. According the result of this research and make a compared with increase model of rational comprehensive in a public policy, it can be conclude that the formulation process of the rule plan of this area was not ideal and it make a category in a institutional model. It caused by idea or concept of initiative governor previously Mr. Sjachroedin ZP and there are no other alternatives in process solving problem, so that there is no comparator to determine or choosing the best alternative. In policy formulation process, a policy maker was appreciable not accurate to determine alternative solving problem, from a cost side, time or causal relationship which came from that policy. It was evidence from the progress, policy of building Kota Baru Lampung was stop for a while by governor of Lampung M. Ridho Ficardo until at a set time. Its need the rational reason to appraise that building program was suitable to continue or not. We must understand a policy has a risk to failed because many factors. But, if that policy from other side capacity implementation it make possible to implementable, it has important purpose in benefit public interest, and it can be solved and anticipate the changing was happen in a future so there is no reason for not finished it.
