This research will be done in the village and sub-district of Bandar Lampung on the implementation policy of the National Identity Card, family card and birth certificate for free . This Research started with problems growing in government administrative services in the field population, on the implementation policy of the National Identity Cards/ birth certificate/KK/free that often characterized by problems in its implementation. The purpose of this research was to determine the effectiveness of policy implementation Issuing identity cards , family card and birth certificate for free Year 2010-2013 in the village and sub-district of Bandar Lampung. This type of research is descriptive based on qualitative data . Location The study consisted of 3 districts and 3 villages from each of these districts are determined by purposive sampling method . Results of these research show that an effective implementation policy of Identity Card, Publishing Family card and birth certificate Year 2010-2013 in the village and sub-district of Bandar Lampung not effective. Ineffectiveness this program is shown in the final The organization variable communication has not run well Gri Selda where procedure has not yet been able to policy shall be communicated well, so that the people as users still imposed some costs. The applications happened discrepancy between the executive policy should be according to The Circular Mayor of Bandar Lampung Number: 470/1852/IV.29 /2013 with the commissioning actuality who play a role in the field. There has been gap between socialization that done implementator with knowledge of the community about the policy is still and things that are not appropriate in the implementation, made this policy is not balanced. The attitude or executing perspective that is different from policy-makers to make the process of implementation policy is also to not effective. Penelitian ini dilakukan di Kecamatan dan Kelurahan Kota Bandar Lampung pada Implementasi Kebijakan Penerbitan Kartu Tanda Penduduk, Kartu Keluarga dan Akta Kelahiran secara gratis. Penelitian ini diawali dengan permasalahan yang berkembang di instansi pemerintah pada bidang pelayanan administrasi kependudukan, yaitu pada Implementasi Kebijakan Penerbitan Kartu Tanda Penduduk, Kartu Keluarga dan Akta Kelahiran Secara Gratis yang kerap diwarnai dengan permasalahan-permasalahan didalam pelaksanaannya. Tujuan dari penelitian ini adalah untuk mengetahui Efektivitas Implementasi Kebijakan Penerbitan Kartu Tanda Penduduk, Kartu Keluarga dan Akte Kelahiran Secara Gratis Tahun 2010-2013 Pada Kecamatan dan Kelurahan Kota Bandar Lampung. Metode penelitian yang digunakan adalah deskriptif didasarkan pada data kualitatif. Lokasi Penelitian terdiri dari 3 kecamatan dan 3 kelurahan dari tiap kecamatan tersebut yang ditentukan dengan metode purposive sampling. Gri Selda Hasil penelitian ini menunjukkan bahwa Efektivitas Implementasi Kebijakan Penerbitan Kartu Tanda Penduduk, Kartu Keluarga dan Akte Kelahiran secara gratis Pada Kecamatan dan Kelurahan Kota Tahun 2010-2013 tidak efektif. Tidak efektifnya program ini ditunjukkan pada tahap pengorganisasiaan variabel komunikasi belum berjalan dengan baik dimana prosedur kebijakan belum dapat dikomunikasikan secara baik, sehingga masyarakat pengguna masih dikenakan sejumlah biaya. Pada tahap aplikasi terjadi ketidaksesuaian antara pelaksana kebijakan seharusnya menurut Surat Edaran Wali Kota Bandar Lampung Nomor: 470/1852/IV.29/2013 dengan pelaksana yang berperan senyatanya di lapangan. Masih terjadi gap antara upaya sosialisasi yang dilakukan implementator dengan pengetahuan masyarakat mengenai keberadaan kebijakan ini dan masih terdapat hal-hal yang tidak sesuai didalam implementasi, menjadikan kebijakan ini berjalan tidak seimbang. Sikap atau perspektif pelaksana yang berbeda dengan pembuat kebijakan membuat proses implementasi kebijakan juga menjadi tidak efektif.
