Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Abstrak Bahasa Indonesia : Pemerintah Kota Bandar Lampung meluncurkan program sertifikat tanah gratis yang bekerja sama dengan Badan Pertanahan Nasional (BPN) Kota Bandar Lampung. Namun kenyataan di lapangan bahwa pada tahun 2011 data dari BPN memuat pengajuan sertifikat sebanyak 680 bidang namun hanya 435 sertifikat yang sudah selesai. Sedangkan tahun 2012 baru selesai 367 dari 888 bidang, dan tahun 2013 pengajuan hanya sebanyak 143 bidang. Hal ini membuat masyarakat Kota Bandar Lampung mengeluhkan permasalahan program pembuatan sertifikat tanah karena dianggap ada ketidakjelasan waktu penyelesaian. Penelitian ini bertujuan untuk menganalisis Implementasi Program Sertifikat Tanah Gratis di Kota Bandar Lampung. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif yang dilakukan di Kota Bandar Lampung. Berdasarkan penelitian ditemukan bahwa : (1) aspek komunikasi kurang berjalan dengan baik, terlihat dari masyarakat kurang turut serta dalam tahap persiapan. (2) Aspek Sumber daya juga berjalan kurang baik. Dilihat dari pihak BPN mengalami keterbatasan sumber daya manusia yang semestinya. Sedangkan dari indikator fasilitas sudah terpenuhi dengan baik. (3) Aspek disposisi para pelaksana kebijakan mempunyai sikap dan motivasi yang tinggi untuk pelaksanaan program daerah sertifikat tanah. (4) Aspek struktur birokrasi, berjalan cukup baik dilihat dari aspek penggunaan SOP yang menggunakan prosedur operasi standar yang berupa teknis pelaksanaan program. This makes the people complaining about problems Bandar Lampung land titling program because it is no ambiguity completion time. This study aims to analyze the Certificate Program Implementation Free Land in Bandar Lampung. This research is a descriptive study with a qualitative approach and the locus in Bandar Lampung. Based on the research found that: (1) lack of communication aspect goes well, less visible from the public participated in the preparation stage. (2) Aspects Resources also runs poorly. Judging from the BPN have limited human resources accordingly. While the indicator has been met with good facilities. (3) Aspects of the disposition of the policy implementers have the attitude and high motivation for the implementation of regional programs of land titles. (4) Aspects of the structure of the bureaucracy, going pretty well seen from the aspect of the use of standard operating procedures that use standard operating procedures in the form of technical implementation of the program.
