ABSTRAK Meningkatnya kegiatan usaha jasa dibidang telekomunikasi di Kota Bandar Lampung yang sejalan dengan perkembangan kebutuhan masyarakat terhadap fasilitas alat komunikasi,telah mendorong peningkatan pembangunan menara telekomunikasi dan sarana pendukungnya.Menara telekomunikasi yang ada diKota Bandar Lampung pada tahun 2013 berjumlah 304 menara. Akan tetapi dari 304 menara tersebut terdapat 107 menara yang tidak memiliki izin. Dari 304 tersebut didalamnya adalah Telkomsel, Indosat, XL, Three, Smart Fren, Esia, danlainnya.Tujuan dari penelitian ini adalah untuk mengetahui kinerja Badan Penanaman Modal danPerizinan dalam pengendalian menara telekomunikasi di Kota Bandar Lampung. Tipe yang digunakan dalam penelitian ini adalah penelitian deskriptif. Peneliti dalam hal ini berusaha untuk mengetahui kinerja Badan Penanaman Modal dan Perizinan dalam pengendalian menar telekomunikasi di Kota Bandar Lampung.Metode pengumpulan data digunakan adalah wawancara, dokumentasi dan observasi. Hasil penelitian menunjukkan bahwa: kinerja BPMP Kota Bandar Lampung dalam pengendalian menara telekomunikasi berdasarkan indicator Kinerja BPMP dalam pengendalian menara telekomunikasi di Kota Bandar Lampung berdasarkan indicator produktifitas, indikator kualitas layanan, indicator responsifitas dan indikator Responsibilitas belum maksimal. Hal ini ditunjukkan dari terdapat 107 menara telekomunikasi yang belum memiliki izin sepanjangtahun 2013. Akan tetapi saat ini sudah mulai dilakukan perbaikkan kinerja. BPMP selama tahun 2013 sampai dengan bulanMaret 2014 telah menerbitkan IMB menara telekomunikasi untuk 97 menara telekomunikasi yang belum memiliki izin dan sisanya 10 menara telekomunikasi masih dalam proses pengurusan izin di BPMP Kota Bandar Lampung. ABSTRACT The rise of telecommunications services business activity in Bandar Lampung and the development of the social demand for communications equipment facilities, has pushed the building development of telecommunication towers and other support facilities. In 2013 there are 304 towers of telecommunications in Bandar Lampung. However, from 304 there are 107 towers that do not have a license. The 304 towers consist service provide such as Telkomsel, Indosat, XL, Three, Smart Fren, Esia and others. The purpose of this study was to determine the work performance of the Instution of Investment and Licensing in controlling communication towers in Bandar Lampung. Type of this study was descriptive study. Researchers determine the performance of Institution of Investment and Licensing towards the controlling of communication tower in Bandar Lampung. Data collected through interviews, documentation and observations method. The results of this study showed: the performance of BPMP towards controlling the communication tower in Bandar Lampung based on productivity indicators, indicators of quality of service, responsiveness indicators and indicators of responsibility is not yet maximized.It is shown from there were 107 towers that do not have a license in 2013.However, the improvements of work performance already begun. BPMP during 2013 until March 2014, had published building permit to 97 telecommunications towers that do not have building permit remaining 10 towers are still in the process of obtaining their permit in BPMP Bandar Lampung.
