Abstrak

ABSTRAK Pemerintah sebagai penyelenggara pelayanan publik diharapkan dapat memenuhi kebutuhan masyarakat secara efektif dan efisien. Pelayanan publik pada bidang pendidikan menjadi pelayanan utama bagi masyarakat. Dalam memenuhi kebutuhan pelayanan publik di bidang pendidikan tersebut maka pemerintah membentuk sebuah lembaga Dinas Pendidikan. Dalam melaksanakan tugasnya yang cukup luas dalam pelayanan pendidikan ditingkat daerah maka kemudian dinas pendidikan melahirkan sebuah Unit pembantu dalam memudahkan pelayanan pendidikan tersebut dengan membentuk Unit Pelaksana Teknis (UPT) yang berada di setiap kecamatan. Teknik analisis data menggunakan regresi linier berganda. Berdasarkan hasil penelitian diperoleh korelasi antara Prinsip Good Governance dan Kinerja Pegawai ialah 0,877 dan R2=0,769 artinya besarnya pengaruh Good Governance terhadap kinerja pegawai sebesar 76,9 % sedangkan sisanya 23,1 % dipengaruhi oleh faktor lain diluar penelitian ini. Analisis selanjutnya dalam penelitian ini digunakan persamaan regresi linier berganda adalah Y=0,154+0,703X1+0,356X2-0,024X3=1,189X. Artinya untuk meningkatkan 1 nilai Y (Good Governance) harus ditingkatkan sebesar 1,189, tanda positif pada angka koefisien regresi menunjukkan arah hubungan yang searah. Berdasarkan hasil uji hipotesis menggunakan uji t dan uji f menyatakan bahwa terdapat pengaruh yang signifikan antara variabel transparansi (X1), dan variabel partisipasi (X2) terhadap Efektivitas Kinerja Pegawai (Y). Sedangkan variabel akuntabilitas (X3) tidak berpengaruh terhadap efektivitas kinerja pegawai (Y). Diharapkan hasil penelitian ini dapat digunakan sebagai informasi dan referensi untuk pemerintah dan pegawai UPT dalam meningkatkan kinerja sehingga tidak terjadi lagi fluktuatif yaitu beban kerja dimana pegawai harus tetap rajin datang kekantor walaupun tidak ada pekerjaan yang dilakukan. Saran supaya pegawai UPT lebih mengikutsertakan masyarakat dalam melaksanakan program pada Unit Pelaksana Teknis Dinas Pendidikan. Kata kunci : Pendidikan, Good Governance, UPT, Kinerja Pegawai. Abstract Government as a public service providers are expected to meet the needs of the community effectively and efficiently. Public services in the field of education turn into a major service to the community. In meeting the needs of public services in the education sector, the government established a Department of Education institution. In performing their duties fairly widespread in educational services at the local level, and then education department created a Auxiliary units in facilitating the education ministry to form a Technical Implementation Unit (UPT) in each district. Data were analyzed using multiple linear regression. Based on the results obtained by the correlation between the Principles of Good Governance and Employee Performance is 0.877 and R2 = 0.769 means that the influence of good governance to employee performance amounted to 76.9%, while the remaining 23.1% is influenced by other factors outside of this research. Subsequent analysis in this study used multiple linear regression equation is Y = 0.154 + 0,703X1 + 0,356X2-0,024X3 = 1,189X. Thats mean to increase the value of Y 1 (good governance) should be increased by 1,189, positive sign in the regression coefficient figures indicate the direction of unidirectional relationship. Based on the results of hypothesis testing using t test and f states that a significant difference between the variable transparency (X1), and participation variables (X2) of the Effectiveness of Employee Performance (Y). While accountability variable (X3) does not affect the effectiveness of employee performance (Y). Expected results of this study can be used as an information and reference for the government and employees of UPT in improving performance so it does not happen again fluctuating workloads is where the employees must remain diligent to come to office even if no work to do. Hopefuly that UPT employees include the society in implementing the program at the Technical Implementation Unit Department of Education.
