Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Proyek Operasi Nasional Agraria (PRONA) adalah salah satu program pemerintah dibidang pelayanan administrasi yang berupa pembuatan sertifikat tanah. Pada pelayanan PRONA tahun 2013 dan 2014 di Kabupaten Pringsewu masih ada beberapa masalah yang terjadi diantaranya besarnya biaya yang harus dikeluarkan masyarakat untuk mengikuti PRONA, lambatnya pemberitahuan informasi mengenai berkas atau syarat-syarat yang dibutuhkan peserta PRONA, dan lamanya pembagian sertifikat. Kurang maksimalnya pelayanan yang diterima masyarakat tersebut membuat diperlukannya kontrol publik untuk mengawasi jalannya pelayanan yang diberikan pemerintah. Penelitian ini bertujuan untuk mendeskripsikan pelayanan dan peran kontrol publik dalam PRONA. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Informan dalam penelitian ini dipilih secara purposive sampling. Informan penelitian ini adalah dari LSM, media massa dan Organisasi Masyarakat di Kabupaten Pringsewu. Hasil penelitian ini menunjukkan bahwa pelayanan Proyek Operasi Nasional Agraria dilaksanakan dengan beberapa tahap, dimulai dari penetapan lokasi, penyuluhan, pengumpulan data yuridis, pengukuran dan pemetaan, pengumuman, penetapan hak, pembukuan hak, penerbitan sertifikat, dan penyerahan sertifikat. Pada tahun 2014 terdapat masalah pengumpulan data yuridis PRONA, karena panitia kurang jelas dalam pemberian informasi mengenai syarat-syarat PRONA sehingga masyarakat yang mengikuti PRONA merasa dipersulit. Selanjutnya, pada tahun 2014 masalah juga terjadi karena waktu yang dibutuhkan dalam pembukuan dan pembagian sertifikat terlalu lama yaitu hampir tiga bulan, sedangkan seharusnya waktu yang dibutuhkan hanya 30 hari. Peran kontrol publik yang dilakukan terkait masalah-masalah tersebut yaitu adanya pengaduan langsung dari LSM dan POKMAS kepada panitia pelaksana PRONA. Kemudian, pada tahun 2013 kontrol publik juga dilakukan oleh media massa terkait pada besarnya biaya yang diberikan peserta PRONA, media massa melakukan kontrol dengan memuatnya dalam media cetak, supaya aspirasi masyarakat dapat tersalurkan. Sedangkan, LSM dan POKMAS juga membantu dengan menyelenggarakan musyarawah untuk mengklarifikasi mengenai dana tersebut. Pada peran kontrol publik dalam pelaksanaan PRONA tahun 2013 dan 2014 dalam penelitian ini dinilai efektif karena adanya perbaikan pelayanan dimulai dari cepat tanggapnya para panitia BPN serta terjalin komunikasi yang lebih baik antara panitia PRONA dan masyarakat terkait pengadaan PRONA 2016. Kata kunci: kontrol publik, pelayanan, PRONA ABSTRACT National operation project of agrarian is one of the government programs in administrative services in the form of land certificate. In year 2013 and 2014, there is some issues in implementation of national operation project of agrarian at such as Pringsewu region such as high operational costs to attend national operation project of agrarian, delayed information of conditions and requirments to follow national operation project of agrarian and the length distribution of land certificates. Less acceptable maximum services in national operation project of agrarian implementation makes need of public control to supervise the services provided by government. This research aims to describe the services and role of the public control in national operation project of agrarian implementation. This research uses qualitative descriptive method. The techniques of data collections used were interviews and documentations. Informants in this research selected by purposive sampling. Informants in this research are member of Non Government Organization, mass media and community organization in Pringsewu Region. Based on the result, this research shows that national operation project of agrarian services performed by several phases starting from determining the location, counseling, juridical data collection, measurement and mapping, notification, determination right, entry right, publishing and distribusing the certificate. In 2014 there are some issue in juridical data collection because the committee are not clear enough in explaining the requirements for national operation project of agrarian and make it difficult for the publics who attends national operation project of agrarian. At the same year there is a problems in entry right and process of certificates distribution taking times about three months when normally it only takes thirty days. The role of public control that has been done related some issues is directed complains by non government organization and community groups to committees of national operation project of agrarian. Back in 2013, public control also performed by mass media related to high cost incurred by publics who attend national operation project of agrarian. Mass media do the control by reported in newspaper in order to expreess publics aspirations. While non government organization dan community groups also helping by doing discussion to clarify about the operational cost of national operation project of agrarian. In this research, the role of public control in national operation project of agrarian implementation at 2013 and 2014 has been running effectively related to services improved starting from quick response provided by national land agencies committee and also better communication between committee of national operation project of agrarian and publics related to procurement of national operation project of agrarian in 2016.
