Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Pendidikan yang berkualitas merupakan salah satu modal kemajuan suatu Negara. Salah satu faktor penting dalam menciptakan pendidikan yang berkualitas adalah tenaga pendidik, karena itu pemerintah membentuk Lembaga Penjaminan Mutu Pendidikan (LPMP) yang bertugas untuk melakukan penjaminan mutu pendidikan melalui peningkatan kompetensi dan profesionalisme tenaga pendidik. Berdasarkan data hasil UN tahun 2012/2013, masih terdapat sekolah dengan peringkat rendah bahkan lebih rendah dari peringkat sekolah-sekolah yang ada di daerah. Berdasarkan hal tersebut, rumusan masalah dari penelitian ini adalah untuk menganalisis kinerja LPMP dalam meningkatkan kompetensi dan profesionalisme tenaga pendidik di kota Bandar Lampung. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Data dikumpulkan melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan atau verifikasi. Dalam menganalisis kinerja LPMP, digunakan 3 indikator yang meliputi responsivitas, responsibilitas dan akuntabilitas. Pada indikator responsivitas, kinerja LPMP kurang responsif. Pada indikator responsibilitas, kinerja LPMP sudah responsibel. Pada indikator akuntabilitas, kinerja LPMP masih kurang akuntabel. Kata Kunci: Kinerja, Kompetensi dan Profesionalisme PERFORMANCE GUARANTEE QUALITY EDUCATION INSTITUTIONS (LPMP) INCREASE IN EDUCATION PERSONNEL COMPETENCE AND PROFESSIONALISM IN BANDAR LAMPUNG Quality education is one of the capital of the country’s progress. The one of important factors in creating quality education are educators, Therefore the government formed the Education Quality Assurance Agency (LPMP) whose job is to guarantee the quality of education by improving the competence and professionalism of educators. Based on data from the National Exam in 2012/2013, there are still schools with low ratings even lower than the rank the schools in the area. Based on it, the problem’s formulation of this research is to analyze the performance LPMP improve the competence and professionalism of educators in the city of Bandar Lampung. This research is a descriptive study with qualitative approach. Data were collected through interviews, observation and documentation. Data analysis was performed with data reduction, data presentation and conclusion or verification. In analyzing the performance of LPMP, used three indicators comprise responsiveness, responsibility and accountability. In the responsiveness indicator, performance LPMP less responsive. In responsibility indicator, performance LPMP already responsibel. On accountability indicator, performance LPMP still less accountable. Key Words: Performance , Competention and Professionalism
