Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Polresta Bandar Lampung dalam hal ini satuan lalu lintas mempunyai tanggung jawab dan peran penting dalam pendidikan masyarakat dalam bidang lalu lintas. Oleh karenanya satuan lalu lintas Polresta Bandar Lampung menyelenggarakan program safety riding sesuai dengan UU Nomor 22 Tahun 2009 Tentang Lalu Lintas dan Angkutan Jalan pasal 203 ayat 2 yaitu bahwa program nasional Keselamatan Lalu Lintas dan Angkutan Jalan di antaranya yaitu tentang Cara Berkendara dengan Selamat (Safety Riding) Kecelakaan lalu lintas yang terjadi di wilayah Bandar Lampung lebih didominasi oleh sepeda motor, hal ini sesuai dengan data yang dihimpun oleh pihak satuan lalu lintas Polresta Bandar Lampung pada tahun 2014. Faktor tidak tertib berlalu lintas menjadi penyebab kecelakaan paling dominan di wilayah Bandar Lampung. Artinya kesadaran masyarakat kota Bandar Lampung untuk tertib berlalu lintas masih rendah. Oleh karena itu satuan lalu lintas Polresta Bandar Lampung menerapkan program safety riding. Program safety riding adalah program yang bertujuan untuk meningkatkan kesadaran tertib berlalu lintas Penelitian ini bertujuan untuk mendeskripsikan implementasi Program Safety Riding Satuan lalu lintas Polresta Bandar Lampung. Teori yang digunakan dalam program Implementasi ini menggunakan model implementasi George Edward III dengan memfokuskan pada 4 indikator yaitu : Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Metode yang digunakan dalam penelitian ini merupakan tipe deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara mendalam, studi dokumentasi dan observasi. Hasil dan Pembahasan pada penelitian ditinjau dengan teori George Edward III dengan indikator komunikasi, sumber daya, disposisi dan struktur birokrasi. Dimana indikator sumber daya manusia belum terpenuhi secara baik karena jumlah personil dalam unit dikyasa sangat minim, sehingga hal ini dapat mempengaruhi keberhasilan pelaksanaan program safety riding Satlantas Polresta Bandar Lampung. Selain itu, pada indikator SOP, satuan lalu lintas Polresta Bandar Lampung selaku pelaksana program belum memiliki SOP tentang program safety riding. Kesimpulan dari penelitian ini adalah implementasi Program Safety Riding satuan lalu lintas Polresta Bandar Lampung ditinjau dengan menggunakan teori George Edward III bahwa dalam pelaksanaannya belum sepenuhnya berjalan dengan baik. Terlihat pada hasil dan pembahasan mengenai indikator sumber daya dan struktur birokrasi. The traffic unit of Bandar Lampung Police has the responsibility and important role in educative people in safety riding. Therefore traffic police unit Bandar Lampung implement safety riding program based on Law No. 22 of 2009 on Traffic and Transportation Section 203 paragraph 2. Traffic accidents that occurred in the area of Bandar Lampung is dominated by a motorcycle, it is according to data compiled by traffic police unit Bandar Lampung in 2014. Factors not orderly traffic become the most dominant of traffic accidents cause in Bandar Lampung area. This means that public awareness of Bandar Lampung city to orderly traffic is low. Therefore traffic police unit Bandar Lampung implement safety riding program. Safety riding program is a program that aims to increase awareness of orderly traffic. This study aimed to describe the implementation of the safety riding traffic police unit Bandar Lampung. The theory used in this implementation program is implementation model George Edward III by focusing on four indicators are: Communication, Resources, Disposition and Bureaucratic Structure. The method used in this research is descriptive qualitative approach. Data was collected through in-depth interviews, documentation and observation studies. Results and discussion on research terms with the theory of George Edward III with communication indicator, resources, disposition and bureaucratic structure. Indicators of human resources has not been fulfilled either because the number of personnel in the unit of dikyasa is very minimal, so it could affect the successful implementation of the program of safety riding traffic police unit Bandar Lampung. In addition, the indicators SOP, Traffic police unit Bandar Lampung, the operator of the program does not yet have the SOP on safety riding programs. The conclusion of this study is the implementation of the safety riding traffic police unit Bandar Lampung be reviewed by using the theory of George Edward III that the implementation has not been completely worked well. Look at the results and discussion of indicators of resources and bureaucratic structure.
