ABSTRAK PEMBANGUNAN KAPASITAS KELEMBAGAAN (Studi Pada Komisi Informasi Publik (KIP) Provinsi Lampung) Oleh: M Gerry Kartadilaga Keterbukaan informasi publik di Indonesia menemui titik terangnya setelah terbitnya Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik. Sebagai pelaksana undang-undang ini maka dibentuklah Komisi Informasi di setiap daerah. Provinsi Lampung merupakan provinsi ke tujuh yang telah membentuk Komisi Informasi. Penelitian ini bertujuan untuk mengetahui dan menganalisis pembangunan kapasitas kelembagaan dari komisi informasi di provinsi Lampung. Pendekatan penelitian ini menggunakan pendekatan kualitatif, dimana pengumpulan data dilakukan melalui wawancara mendalam, pengamatan dan dokumentasi. Analisis data menggunakan model interaktif yang terdiri dari tiga hal yaitu reduksi data, penyajian data dan penarikan kesimpulan. Pembangunan kapasitas kelembagaan Komisi Informasi Provinsi Lampung akan dilihat dari 3 (tiga) aspek: (1) Aspek Sistem; (2) Aspek Kelembagaan; (3) Aspek Sumber Daya Manusia. Berdasarkan pengumpulan data dan pengamatan di lapangan maka dapat diketahui bahwa pembangunan kapasitas kelembagaan pada Komisi Informasi Provinsi Lampung belum maksimal. Dari aspek sistem, perlu adanya tambahan peraturan terutama mengenai kekuatan putusan dari Komisi Informasi kepastian hukum tetap terjaga. Dari aspek kelembagaan, pemenuhan akan kebutuhan sarana pra sarana seperti gedung, kelengkapan perangkat kerja belum terlaksana dengan baik. Dari aspek sumber daya manusia, perlunya penambahan tenaga sekretariatan Komisi Informasi Provinsi Lampung dan pengadaan pelatihan dan pendidikan baik kepada komisioner maupun tenaga sekretariatan. This study aims to determine and analyze the development of institutional capacity in the province of Lampung commission information. The approach of this study used a qualitative approach, where data collection is done through in-depth interviews, observation and documentation. Analysis of data using an interactive model that consists of three things: data reduction, data presentation and drawing conclusions. Institutional capacity building Lampung Province Information Commission will be seen from the 3 (three) aspects: (1) Aspect Systems, (2) Institutional Aspects, (3) Aspects of Human Resources. Based on data collection and field observation it is known that the development of institutional capacity in Lampung Province Information Commission is not maximized. From the aspect of the system, the need for additional regulation, especially concerning the power of Information Commission decision rule of law is maintained. From the institutional aspect, the fulfillment of the need for a means of pre facilities such as buildings, the completeness of the work has not been performing well. From the aspect of human resources, the need for the addition of Lampung Province sekretariatan Information Commission and the provision of training and education to both the commissioner and staff sekretariatan.
